About the Job

The Legal Officer (Somalia-based resident/national position) advises on domestic and international law related to ICRC’s activities in Somalia, as well as on the implementation of International humanitarian law (IHL) in Somali domestic law and policy. S/he undertakes research on and analysis of specific legal matters and broader sectors of the national legal system and contributes to the implementation of ICRC’s strategies to address identified legal issues. S/he supports IHL dissemination activities directed at specialized audiences and the public at large. He/she will be responsible for law and law-related ICRC communication projects/programs planning, implementation and monitoring in Somalia.

Duties and Responsibilities

Under the guidance of the operational legal adviser based in Nairobi:

  • Analyses the situation, advises and provides guidance on the applicable domestic, as well as international legal frameworks and norms, in relation to the delegation activities, objectives, strategies and plans of action to address identified legal and other related issues

  • Monitors developments in the domestic implementation of IHL and relevant international human rights law norms in Somalia

  • When required, drafts legal notes/analyses and contributes with legal aspects to working papers and summary reports related to delegation activities and objectives

  • Performs research on and analysis of specific legal issues, as well as broader sectors of the domestic legal system

  • Supports IHL dissemination activities directed at specialized audiences and the public at large, as well as programs related to implementation of IHL treaties and the development of relevant domestic legal and policy frameworks

  • Supports communication-related activities carried out by the ICRC and by the Somali Red Crescent Society (SRCS)

  • Develops and maintains a network of contacts in the government, legal, judicial and academic sectors linked to promotion and implementation of IHL and related legal questions within her/his scope of expertise

  • Supports analysis on socio-political and legal aspects related to delegation strategy and operations

Minimum qualifications and required competencies

  • University degree in law; Master's degree or specialization, in international law and policy, international relations, humanitarian affairs or similar subjects

  • 4-6 years of professional experience in the Humanitarian or Government sector

  • Sound knowledge of International Humanitarian Law (IHL); knowledge of the ICRC mandate, an asset

  • Excellent knowledge of the socio-political environment of Somalia

  • Excellent communication, reporting, analytical and presentation skills

  • Legal drafting skills

  • Fluent command of English and Somali

  • Ability to work autonomously and demonstrate initiative

  • Advanced level computer skills
