Human Resources Officer 1-Payroll Specialist (South Sudan)

The HR team is looking to add a professional payroll specialist to its team in Juba. You’re already involved in payroll management within a busy HR team and you’ll be able to demonstrate your commitment to high standards of accuracy. Purpose

The role is based in Juba and is responsible for providing complete payroll services for our operations in South Sudan of nearly 1,000 employees located in 15 sites across South Sudan.**

Functional Responsibilities

Payroll Management

Ÿ Manages the workflow to ensure that all payroll transactions (pre and post-closing) are processed correctly and on time in compliance with local labour laws and ICRC requirements.

Ÿ Provides support and handles payroll-related requests for up to 1,000 staff

Ÿ Develops and adapts payroll processes following changes in legislation or internal regulations and guidelines.

Ÿ Co-ordinates salary payments and bank transfers.

Ÿ Applies wage withholding orders issued by authorities as applicable.

Ÿ Handles loans (granting and recovery)

Ÿ Recovers undue payments and monthly reporting on the same

Ÿ Manages income tax deducted at source

Ÿ Under the supervision of HR Manager ensure that ICRC policies related to salary advances, loans, overtime accrual, holiday leave, per diems are correctly applied.

Ÿ Communicates regularly with department heads and supervisors to ensure that salaries are correctly paid, on time and working hours practices are being correctly implemented.

Ÿ Prepares monthly salaries of the delegation; ensuring that all variables, monthly deductions and contributions are collected on time for entering in the system

Ÿ Prepares final settlement / End of Service Indemnity for employees whose contracts have ended.

Ÿ Offers coaching or training for HR Assistants and HR officers at our other locations on use of the HR software (strategic).

HR Administration:

Ÿ Manages Strategic Software by lending support to the sub-delegations upon request;

Ÿ Ensures that they are up to date with changes to the system or processes and updates the team(s) accordingly.

Ÿ Raises payroll system issues with the team in Geneva or Manilla to ensure the smooth running of all payroll events.

HR Management of Delegation Employees

Ÿ Contributes to the analysis of human resources activities and proposes improvements

Ÿ Respects and consistently applies rules and procedures

Ÿ Manages the Strategic, (HR Software). Familiarity with SAP would be of benefit.

Ÿ Can explain HR policies and procedures (Staff regulations, salary advances, Per Diem, overtime, etc.) to all staff members and applies them.

Ÿ Ability to explain and always ensure respect for employment conditions and legislation.

Ÿ Responsible for social insurance registration, checking, payment, end of payment, etc.

Ÿ Supervises signing of medical bills

Ÿ Responsible for reporting to line managers the overtime balances of the staff and liaising with other HR officers to ensure they can effectively support managers & supervisors in reducing overtime accruals and holiday balances.

HRspace support

Ÿ Is responsible for transmission and follow up of queries to the shared service team in Manilla.

Ÿ Responsible for ensuring all assignment/contract changes are accurately reflected in payroll (e.g., changes related to upgrades, activity rate, cost center, work unit etc.).

Certification/ Experience

Ÿ Bachelor’s degree - this role will be held by someone who has successfully completed their degree and is extremely numerate.

Ÿ Fluent in English and competent to converse in Arabic or other South Sudanese languages

Ÿ Expert abilities in excel and MS Office. Must be able to manipulate and interpret data

Ÿ Professional HR experience required as payroll specialist with HR generalist experience – understands the full employee lifecycle.

Ÿ 5-7 years’ experience in human resources with at least 2 years having managed all aspects of payroll in a multi-site operation.

Ÿ The role holder will be an effective communicator and approachable to all staff and management.

Ÿ The role holder will be flexible in their approach to people and situations, able to manage change and supportive of all employees in a multi-national, multi-cultural dynamic environment.

Ÿ The role holder will be able to demonstrate that they pay attention to details and are pro-active in highlighting errors, issues as well as developing and implementing improvements.
