The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It also endeavours to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles.

The ICRC South Sudan HR team is looking to add a professional HR Officer to its team in Juba. The role of the HR officer is to provide support to management and staff throughout the employee lifecycle.

Purpose

In a delegation of over 1,000 employees, the remit of this role is to support the Health and Logistics teams which accounts for 452 local and international employees employed across South Sudan, 262 of which are based in Juba. The role works closely with the HR system and Payroll specialists as well as Administration & Finance team on all issues pertaining to salaries, loans, benefits and payments.

Functional Responsibilities

· Provides the full range of generalist HR services for the Health and Logistics departments,

· Supports the Health and logistics teams in leave planning and staff rotations.

· Ensures that HR processes and policies are understood and correctly applied,

· Acts as focal point for all HR Management issues and ensures follow up,

· Monitors and ensures compliance with local labour laws and staff regulations,

· Works with line managers and the delegation recruitment specialist to identify gaps and select talent to meet current and future delegation needs.

· Ensures that new employees are welcomed and well-integrated, applying professional onboarding approaches and following up on probation objectives.

· In coordination with HR Juba, ensures the effective implementation of HR activities and policies.

· Is responsible for HR processes such as hiring, end of contracts, performance management, disciplinary measures etc. in coordination with HR Juba.

· Advises line managers on general HR issues and HR processes such as role re-grading, salary review, performance issues, disciplinary measures etc. and ensures proper follow up and tracks the measures.

· Provides support in the application and execution of HR policies and advises employees and managers in case of questions or concerns,

· Ensures new employees (Residents and Mobiles) are briefed on HR policies, processes, tools and practices and supports them in their application,

· Liaises with LnD learning and development and ensures follow up on training and development plans.

· Ensures the performance management (PMD) process and approach is understood and applied and monitors completion and follow up throughout the year,

· Ensures monthly payroll management and follow up on related payroll items (per diem, salary advances, overtime).

· In conjunction with the HR assistant, ensures HR documents/tracking tools and employee’s files are up to date and filed as necessary,

· Masters and maintains accurate information using the HR software to update employee information (hiring, personal information, trainings, absences, etc.),

· Collaborates with Juba HR in specific HR processes/tasks whenever needed,

· Communicates and collaborates with Juba HR to ensure overall alignment of HR practices across the departments

· Engages with HR Juba when dealing with cases that could affect other departments or that require further HR expertise or validation.

· Visits the field structures to ensure closer HR support and/or provide timely specific HR support (e.g. PMD exercise, code of conduct session, Annual Salary review etc.)

Certification/ Experience

· An educational level equivalent to obtaining a bachelor’s degree.

· Ideally a qualification in human resource management.

· At least 5 years’ experience as a human resource generalist in a large multi-site organisation.

· Fluent in English (any other language is an asset) and competent in conversing/writing in Arabic

· Computer literate, with excellent knowledge of MS Office software.

· Knowledge of SAP HRIS a strong advantage.

· Excellent knowledge and application of the South Sudan Labour Act 2017.

· Strong communication and interpersonal skills with proven flexibility of style in a multi-cultural organisation of over 75 nationalities.

· Demonstrates strong collaboration with line managers and staff representatives

· Experience of effectively managing conflict

· Able to demonstrate a proactive approach with strong planning and follow up
