Purpose
The work of the Prevention Cell Unit focuses among other priorities on strengthening performance and quality of the ICRC Prevention approach within the Department of Law & Policy (DP) and across the organisation.
The Results-based Management Advisor supports and coordinates the DP Department’s performance management (planning, monitoring and reporting) efforts in close coordination with the Planning, Monitoring and Evaluation (PME) Sector. His/her work is geared towards operationalizing results-based management at field and HQs through the design, implementation and management of ICRC’s field performance measurement system, strengthening DP departmental performance management including the monitoring of the Institutional Strategy, the reform of the Prevention Reference Framework in line with the annual Planning & Monitoring cycle, and the provision of guidance and support to thematic and expert File holders (Legal, FAS, Policy, Humanitarian Diplomacy; Academic) and Prevention Managers (DHoD, COM/PREV Managers) in performance management issues.
The Results-based Management Advisor seeks to influence and support planning and accountability approaches and good practice within DP and Prevention community of practitioners.
The purpose of the Results-based Management Advisor is to contribute to the overall work of the DP and PREV activities and staff in strengthening performance and accountability at HQ and in the field.
Accountabilities & Functional responsibilities
- Heads on the reporting and analysis for the institutional strategy (orientation 1 “Influence behaviour”) in close coordination with other contributing departments.
- Acts as an enabler and a convener by anticipating, managing and influencing the PREV and/or Law & Policy Department’s performance and accountability requirements ensuring strong linkages with thematic or expert file holders and the field performance management system.
- Is accountable for creating high quality, actionable strategic analysis/reports on a recurring and ad hoc basis using internal and external data, to enable evidence-based decision-making at the department/division level.
- Serves as the Law & Policy Department's focal point on the Planning for Results process (planning, budgeting, monitoring and reporting of results), supporting the development and update of related processes, methodologies, procedures, and overall guidance to DP & PREV staff at HQ and field. Develop PME related guidance, tools, frameworks, systems and processes and oversee their adoption to improve practice. Assists in developing & applying data quality monitoring tools (dashboards etc) and contributes to driving the data quality.
- Follows internal developments (of the PME Sector) related to performance management and advise DP staff on the relevance for the Department, facilitate sharing of developments to ensure that the Department’s performance management meets or exceeds sector standards.
- Coaches and trains DP & PREV staff on issues related to performance management and monitor the use of methodologies.

- Internally: interacts with DP Units and all PME sector at HQ, other department focal points/advisors concerned by Performance and Accountability / Results-based management at HQ and in the field, in addition to DP colleagues and Prevention Focal Points in the field.
- Externally: interacts with other INGOs and IOs working in Performance and Accountability / Results-based management.
Certifications / Education required
- Advanced university degree preferably in Business Administration, Economics, social sciences or related field
- Specialized training in performance management an asset.
- Fluent command of English and French.
- Computer proficiency.
Professional Experience required
- At least 5 years of experience in the design and implementation of M&E/MIS
- Professional experience working for a humanitarian and/or development organisation.
- Knowledge of ICRC Prevention approach and/or advocacy work as well as experience with the ICRC and the RC/RC Mouvement strong asset.
- Experience in designing tools and strategies for data collection, analysis and production of reports.
- Proven ICT skills, especially in the development of MIS software using database software.
