Purpose
The role of the Humanitarian Affairs Adviser is to support the operations of the ICRC in Afghanistan by maintaining, developing and coordinating contacts with a network of stakeholders in the ongoing conflict; and by providing detailed research and analysis-based advice regarding the security, political and humanitarian situation in the country.
Accountabilities & Responsibilities
- Maintain and expand a network of contacts with stakeholders in the conflict in Afghanistan, including non-state armed groups (‘NSAG’) in relation to the ICRC operations and security, including organising, participate in and prepare detailed reports of meetings with meetings with such stakeholders.
- Negotiate on an ongoing basis with key stakeholders in relation to ICRC activities, access and security.
- Manage a team comprising of Afghan and international staff, coordinate and supervise activities of larger group of staff operating out of ICRC structures in various parts of Afghanistan.
- Act as interpreter (English – Pashto) for the delegation’s management in meetings with high-level stakeholders.
- Monitor security environment and conflict trends particularly in relation to non-state armed groups – provide ongoing and timely research and analysis-based reports and advise to the Head of Delegation.
- Draft, translate and review correspondence with and from stakeholders.
- Support and coordinate with several ICRC structures throughout Afghanistan in relation to their contacts with stakeholders, including NSAG.
- Participate in detention visits and provide advice to relevant colleagues.
- Provide cultural advice and orientation for international staff.
People management responsibilities
- Understands and supervises the Performance Management & Development (PMD) activities for employees under his/her supervision.
- Organizes regular meetings within his/her team to ensure optimal coordination of the work and proper flow of information.
Required skills and Qualifications
- Fluency in English and Pashto.
- Knowledge of French and Dari (Persian) an asset.
- Experience in negotiation with challenging counterparts, ideally front-line humanitarian negotiation.
- Strong communication, interpersonal, drafting and analytical skills and a proven capacity to operate under pressure.
- Experience in managing teams comprised of colleagues from diverse backgrounds.
- University Education to Masters’ Degree Level in Political Science, Law, Humanitarian Diplomacy or another related field.
- Professional experience in the field of humanitarian action, diplomacy, governance and policy, journalism or another related field.
Our operational & field constraints
- In line with the principle of neutrality, the ICRC dœs not assign personnel to a country of which they are nationals
- Candidates must be in good health and will have to do a medical check-up prior to departure in the field
- Candidates must possess a driving license (for manual transmission vehicles)
- Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 24 months
