The International Committee of the Red Cross (ICRC) is a Geneva-based humanitarian organization that protects and assists victims of armed conflicts and other situations of violence without discrimination. It has been providing humanitarian aid in the Philippines for more than 70 years,with a permanent presence since 1982. The ICRC works closely with the Philippine Red Cross,its primary partner in the country.

Join the Protection team of an International humanitarian organization. The ICRC Mindanao sub-delegation is looking for:

PROTECTION FIELD OFFICER

(Based in Cotabato City)

The Protection Field Officer contributes to the implementation and monitoring of ICRC protection activities in North Cotabato, Maguindanao, Sultan Kudarat, South Cotabato, and Sarangani. These activities involve but are not limited to security analyses, detention visits, identification and documentation of protection concerns, follow-up with and support to victims of armed conflict and the presentation of the ICRC's mandate and the rules of war to relevant external actors. The ultimate purpose of this position is to help limit the impacts of armed conflict in the above-mentioned areas on the civilian population and other groups of persons not actively participating in the conflict.

MAIN TASKS

· Develops and strengthens a network of local interlocutors (civilians, authorities, weapon bearers, etc.) that can improve the ICRC’s acceptance and/or benefit the implementation of ICRC's mandate in general

· Monitors protection concerns, humanitarian needs, and consequences of armed conflicts on the civilian population and feeds relevant information to his/her line manager

· Assists in the planning and conducting of detention visits and follows up on detention issues, including collecting information and mobilizing relevant authorities, if required

· Opens, documents, and follows-up on individual protection-related cases under the supervision of his/her line manager

· Carries out operational and beneficiary communication sessions introducing the ICRC in general, its mandate, its protection activities, and the basics of international humanitarian law to relevant actors

REQUIRED PROFILE

A successful candidate should have:

· Minimum of three years’ humanitarian experience in the field

· University degree in related field and/or relevant work experience

· Ability to build positive relationships with high level of interpersonal skills

· Capacity to work autonomously but in close coordination with the direct supervisor

· High flexibility/adaptability

· Strong organizational skills with the ability to multi-task and prioritize tasks

· Good command of written and spoken English and ability to speak other dialects is an advantage

· Proficiency in Microsoft Office

A successful candidate may have:

· Experience in a similar function with an NGO/INGO

· Knowledge and understanding of the contextual complexities (regarding local culture and prevailing conflict dynamics).
