What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
The Regional Cash & Markets Specialist is the reference person for all Cash Transfer Programming/Cash and Voucher Assistance (CVA) and market assessment related capacity building, data collection, analysis, as well as CVA design, implementation, monitoring and evaluation in the Delegations under his remit. S/he collaborates closely with the Global Economic Security (EcoSec) Cash & Markets Specialist based in Geneva and the Cash & Markets. The position holder will be hosted by the EcoSec Unit, but will provide technical support transversally to both the PROTECTION and the ASSISTANCE teams (including Protection, EcoSec, Wash & Shelter and Health).
Accountabilities & Functional responsibilities
1- Thematic Support
- Monitors and provides regular regional situation analysis to the Regional Management and the EcoSec Unit on CVA and markets issues
- Collaborates with fellow Regional Specialists (both EcoSec and non-EcoSec) to develop common projects and objectives to enhance the ICRC’s response to affected populations.
- Conducts research and writes technical and policy briefs on thematic areas (or institutional files) aligned with the new ICRC institutional Strategy 2019-2022.
- Designs, organises and delivers trainings and workshops on CVA and basic/rapid market assessments Provides coaching to specialist staff in the Region as required.
- Contribute to periodic EcoSec Training Needs Analysis at Delegationand regional levels, to estimate gaps in CVA and market assessment skills, and to evaluate progress made.
2- Global Thematic Issues
- Contributes to the development of the ICRC Cash strategy and policies.
- Documents and actively participates in reflections operationalising issues of institutional importance
- Contributes to the development of guidelines, training material and other technical tools on CVA and market assessment
- Contributes to ICRC Institutional and EcoSec reflections on how to improve and operationalise multi-disciplinary work using cash and voucher modalities both within and outside EcoSec.
- Contributes to the adaptation and adoption of the ICRC cash strategy and policies.
- Contributes to the organization of the annual cash workshop.
- Contributes to the development of technical guidance and tools for CVA across ICRC programme.
- Contributes to the development and piloting of training packages/materials on cash & markets for ICRC units/divisions newly engaged in CVA.
3- Regional Networking
- Contributes to specific tasks at global level, such as thematic research and reviews (e.g. data protection, e-transfers, etc.), collection of evidence, identification of existing tools and guidance, etc.
- Contributes to review/update or develop specific ICRC institutional guidance, SOPs etc.
- Contributes to the ICRC Cash and Vouchers Community of Practice.
- Provides inputs into the Cash Institutionalization process led by the Geneva-based Cash & Markets Specialist (in light of the drive to mainstream CVA across the ICRC).
- Develops and maintains a Regional network of external contacts (private, public, non-governmental) in the field of cash and markets, and represents the ICRC in relevant working groups, regional meetings and fora.
- Is aware of the delegation’s objectives and and has a good knowledge of the Movement and other interlocutors relevant to the position;
- Actively participates in and contributes to the Regional Cash Working Group for West Africa.
- Stays abreast of the new developments on CVA and market assessment outside the ICRC (guidance, tools, etc.) and share relevant information with the Geneva-based EcoSec Cash & Markets Specialist.
4- Operational Support (Field & Desk Support)
Direct technical support
- Provides advice and conducts CVA related analysis, including market assessments, making sure that Delegation staff members are fully involved in order to "learn-on-the-job".
- Agrees with the relevant Programme Coordinators in the Delegation on the terms of reference for field support missions at Delegations and field levels.
- Identifies the most appropriate and feasible options including in-kind, cash and combined in- kind/cash responses.
- Closely collaborates with the Regional Cash & Market Logistician to identify and select appropriate cash delivery mechanisms.
- Identify opportunities for a) more in-depth market system analysis and b) market based interventions in close collaboration with the Geneva-based EcoSec Cash & Markets Specialist.
Designs and supports the implementation, monitoring and evaluation of a CVA.
Recommends ways to integrate markets aspects into existing and planned economic security monitoring systems.
Initiates and supports the set-up and implementation of CVA preparedness plans and activities.
Supports the documentation of lessons learnt and good practices.
Provides inputs on CVA and market assessment into Delegations’ Operational plans.
Engage with Logistic, Administration & Management and ensure smooth coordination and sharing of information according to Standard Operating Procedures.
Screens and assists with staff recruitment of Cash & market Specialist at Delegation level.
Capacity building of Delegation staff
Guides and supports the Delegations to:
- Assess the gaps in market analysis and CVA and market assessment capacities and training needs of resident and mobile staff as well as of partners (e.g. National Red Cross/Red Crescent Societies), based on their expected tasks, responsibilities and competencies.
- Identify possibly other ways of building their skills, such as field visits or missions in other Delegations where staff has been trained and market/cash activities are conducted.
- Deliver tailored training (Cash Transfer Programming training, Rapid Assessment for Markets training) in Delegations when identified and requested.
- Provide coaching to Cash & Markets specialists or Cash focal points in Delegations.
Evaluate progress made.
Liaises with the EcoSec Regional Advanced Trainers to adapt if necessary training materials and guidance on market analysis and cash transfer programming.
Co-facilitates Practical Cash Transfers in Emergencies Trainings (PECT).
Disseminates practical information on CVA, market assessment & monitoring and cash transfer programming to relevant staff in the Region.
Actively participates in the ICRC community of practice on cash & markets.

- Geographical remit: West Africa
- The position is based in EcoSec, but supports cash and voucher assistance activities across all Protection and Assistance metiers as required

Desired profile and skills
- Master-level or above in economics, international affairs, humanitarian affairs, or in a technical domain related to markets and cash transfer programming (e.g. agricultural economics).
- At least 5 years of practical field and hands-on experience in relief, food security and livelihood sectors in various humanitarian context (crisis - armed conflict or disaster related emergency, rehabilitation, resilience building).
- At least 3 years of practical experience in designing and implementing CVA (including basic market assessment)
Experience in supporting, supervising or developing different CVA programmes, covering various modalities, mechanisms and approaches along CVA project cycle, including market assessment.
Familiar with recent CVA researches, evidences, constraints, etc.
Willingness to ensure both advisory duty and implementing / doing actual field work.
Proven experience with the conduct of trainings for audiences at different levels of expertise (beginner, advanced) and with coaching.
Internal experience working on transversal issues is an asset.
Fluency in French and English is required (both orally and in writing).
Ability and willingness to travel frequently throughout the year (60 to 70%).
Strong inter-personal, advocacy, communication and diplomatic skills.
Our operational & field constraints
- In line with the principle of neutrality, the ICRC dœs not assign personnel to a country of which they are nationals
- Candidates must be in good health and will have to do a medical check-up prior to departure in the field
- Candidates must possess a driving license (for manual transmission vehicles)
- Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 24 months
