With the coordination and strategic orientation of the Regional Forensic Coordinator for North and Central America, the Forensic Data Management Project Manager supervises and coordinates the Forensic Data Management Project in the region covered by MEX DR. S/he is the ICRC focal point for all matters related to forensic information management for Mexico Regional Delegation.
S/he proposes the strategy for the implementation of a forensic information management system and is responsible for monitoring and advising on the implementation in collaboration with her/his forensic colleagues within the respective delegations, with a view to reaching the objectives set within the delegation.
S/he also provides advice and contributes to the implementation of other forensic matters and programs in the Regional Delegation as required.
In collaboration with software integrator engineer he supports the Regional Forensic Coordinator for North and Central America and other ICRC members, in the work of definition, planning and execution, which are required for the proper implementation of forensic software (AMPM DB, Resolve Platform) designed by the ICRC at the Regional level.
MAIN RESPONSIBILITIES
• Coordinates activities related to the Forensic Data Management Project, ensuring needs assessments, planning, designing, implementation and monitoring of this project is in line with the ICRC institutional forensic strategy and regional strategic framework.
• Advises and supports external interlocutors in order to design, plan, execute and monitor the implementation of their forensic data management systems.
• Promotes principles in Forensic Data Management, and advises interlocutors to monitor the good quality, completeness and relevancy of information, and to work towards centralized and standardized data bases of missing people and unidentified human remains.
• Designs and implements monitoring tools in order to assess the progress and impact of the project and evaluate the quality of forensic data entered into the AMPM BD and Resolve Platform in order to propose actions or ideas for improvement.
• Designs and implements training programs and supporting documentation in order to build local capacity on the use and replication of the AMPM DB and Resolve Platform.
• Promotes the tools and principles of the ICRC on the search for the Missing, the rights of the families and the forensic analysis and identification of human remains, with an emphasis on data management.
• Defines objectives, plan of action, timeline and resources required for the Forensic Data Management Project
• Contributes to strategy and institutionally relevant documents which are relevant to forensics in the countries covered;
• Develops and/or maintains contacts, as well represent the ICRC, with a network of interlocutors on matters related to forensics, in particular related to Forensic Data Management (e.g. capacity building, promotion of forensic standards, fingerprints databases, genetic data bases, etc).
• Contributes to the development of Forensic related policies, concepts and approaches.
JOB PROFILE
Specific studies and areas of knowledge
• Forensic practitioner holding a university degree in medicine, anthropology, odontology, genetics or other forensic sciences, with postgraduate studies (specialization, masters or doctorate) in related sciences. (forensic sciences, human rights, IHL).
• Proficiency in oral and written English - Minimum level B2 (Upper Intermediate).
• Excellent management of IT tools, excellent knowledge of Word, Excel, PowerPoint and Internet.
• Knowledge in project management (desirable)
• Familiar with the Red Cross Movement and its principles (desirable).
Working Experience
• Proven forensic case-work experience; At least 6 years proven experience in forensic practice applied to medico
legal systems and humanitarian or human rights investigations.
• Proven familiarity with Identification methods and procedures, practical experience a plus
• Proven experience and practice in negotiations and public relations, particularly applied to the promotion and
implementation of professional and ethical standards related to the field of expertise;
• Proven forensic training experience and skills and capacity to adapt the message to diverse audiences;
• Proven experience in interaction with families and NGOs
• Proven understanding of Medico Legal Systems
• Proven understanding of Forensic Data Management Systems and IT tools
• Proven networking skills and practice in the field of forensic sciences and humanitarian practice;
• Proven commitment towards highest forensic scientific and ethical standards;
• Proven understanding of and professional experience with cultural diversity, gender equality and equal opportunities
