About the Job
Based in Hargeisa the Finance/Administration Manager & Logistician is responsible for the Financial Accounting, providing Human Resource support and Premises management. He/she also supports the Sub Delegation in all Logistics activities; handles warehousing, fleet management, purchases, transport and dispatch.
This is a National/Resident position based in Hargeisa.
Duties and Responsibilities
Handles all administrative matters and ensures proper filing of all documentation and ensures adherence to the administrative procedures
Handles expenses, working advance and per diem files in line with the standard operating procedures
Ensures proper management of the premises within the area of responsibility and ensures that all the passive security measures are put in place and are functioning
Participates in negotiations of lease contracts
Supports the Human Resources function in recruitment, appraisal process, salary management, absences management, conflict management and staff exit process
Supports the Somalia Red Crescent Society (SRCS) in all administrative related issues
Maintains contact with external interlocutors, in particular with the security company covering the region
Supervises, coaches and evaluates performance for staff working in the Administration department
Receives and stores cargo received by either commercial or ICRC flights
Ensures that the appropriate import /export documentation are filed with the Custom Authorities whenever required
Supervises the offloading of consignments and ensures proper documentation; confirms the waybills and packing lists, verifies number of parcels, signs delivery forms, transfers items into stock, updates the system and bin cards
Ensures proper storage of all goods, adhering to FIFO/FEFO and the stipulated warehousing regulations
Performs ad hoc and monthly physical inventory checks
Ensures all consignments are packed and marked appropriately, adheres to the transport and packaging guidelines for the different types of goods ICRC’s sends and receives
Identifies new suppliers upon request from Somalia Purchasing team in Nairobi
Coordinates the usage of all outsourced and ICRC vehicles and ensures that vehicle are serviced and all the required documentations are up to date at all given times and ensures safe keeping of all logbooks
Forwards the suppliers’ original invoices for payments to Somalia Purchasing team in Nairobi
Prepares, organizes and follows up distributions
Enters data with accuracy and timely into the existing ICRC IT tools
Adheres to the monthly reporting timelines
Minimum qualifications and required competencies
Degree in Business Administration, Business Management, Diploma in Logistics & Procurement Management, Warehousing or Purchasing & Supply Management
3 years’ experience in a similar position in finance, administration and logistics
Detail-oriented, highly organized and practices strict adherence to timelines
Excellent negotiation, analytical, team management skills and a problem-solving attitude
Excellent interpersonal and communication skills
Excellent command of the English and Somali language
Proficiency in MS Office Suite
Good knowledge of the social, economic and political affairs of the assigned region
Possessing a strong degree of honesty and integrity, and a solid sense of ethics including the ability to appropriately handle confidential information
