The International Committee of the Red Cross (ICRC) is a neutral, independent and impartial organisation whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. The ICRC directs and coordinates the international relief activities conducted by the Red Cross and Crescent Movement in situations of armed conflict. It also endeavours to prevent suffering by promoting and strengthening international humanitarian law (IHL) and universal humanitarian principles.
The ICRC Regional Delegation in the UK and Ireland, maintains its offices at the British Red Cross Society (BRCS) headquarters in London. The objective of the ICRC Delegation in London is to represent the ICRC to the UK and Irish authorities and the National Societies in both countries. This includes: to develop and ensure ongoing relations with key UK/Republic of Ireland (ROI)-based stakeholders, including the legislatures, the armed forces and the diverse range of humanitarian actors based in the both countries.
ICRC London has an office in Belfast in order to pursue its operational objectives in Northern Ireland.
GENERAL SCOPE OF WORK
The Protection delegate will work among a team of 3 other protection delegates and will directly interact with several others within the delegation on her/his files (Legal Advisor, Movement Advisor, Policy Advisors, etc.). S/he will regularly visit families and individuals in communities affected by counter terrorism legislations across the UK and potentially Ireland. His/her main responsibilities are to:
· Develop ICRC understanding of the humanitarian impact of counter-terrorism legislation on individuals and families
· Develop an understanding of the affected communities’ coping strategies
· Maps key community organisations and other stakeholders who have a focus on the populations of concern and develop dialogue with them
· Contributes to discussions with government bodies to understand better government policies and their implication in this field
· Enhance cooperation with the British Red Cross (BRC) and Irish Red Cross (IRC) to respond better to the needs of these populations
· Increase links and cooperation with regional ICRC delegations and HQ on these issues
· Advises other departments (Policy, Communications, Management, Movement) at London and HQ on best ways to tackle this issue in the dialogue with HMG
· Helps the Detention team develop its understanding of the detention related impact of the counter-terrorism legislation
· Follows and reports on thematic issues pertaining to the humanitarian concerns raised by counter-terrorism legislation and develops a strategy to tackle them
· Draft an action plan and a strategy for the Delegation to tackle the effects of counter-terrorism legislation on communities
GENERAL DUTIES
· The Protection Delegate understands the three components of the Red Cross/Red Crescent Movement
· Applies the security rules at all times
· Respects and observes staff regulations of the ICRC
· When needed, performs duties and tasks not covered in this job description and provides support to other departments/colleagues when necessary
COMPETENCIES REQUIRED:
· University degree in political/social sciences or other relevant field.
· At least five years work experience in a relevant field (humanitarian/social/community/political sector, etc.)
· Documented analytical skills.
· Very strong communication and negotiation skills, a proven ability to work independently and as part of a small team.
· Strong writing skills in English (other languages an asset)
· High level of professionalism, including the ability to work in sensitive environments either nationally or internationally.
· Experience in working within communities and in building networks
· Flexibility to travel within the UK and abroad.
