THE INTERNATIONAL COMMITTEE OF THE RED CROSS (ICRC)

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflicts and other situations of violence and to provide them with assistance. It directs and coordinates the international relief activities conducted by the International Red Cross and Red Crescent Movement in situations of conflict. It also endeavours to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles.

The ICRC Regional Delegation in Bangkok is looking for a:

Health Field Officer, based in Chiangmai

Under the supervision of the Head of Office (HoO) in Chiang Mai and the Health Project Manager (HPM) in Bangkok develops and maintains a thorough understanding of the ICRC Weapon Wounded Assistance Programme (WWAP), of its dynamics related to the provision of life-saving surgical care for the victims of the Eastern Myanmar’s conflict(s) and the functioning of the national health systems in Thailand and Myanmar. The HFO2 will contribute to the achievement of the objectives of the ICRC Weapon Wounded Assistance Programme, which essentially consists of the financial support to weapon-wounded from Myanmar in order to receive surgical medical care in Thai health structures.

He/She will be participating in visits to patients admitted in health facilities and play an active role with the relevant local authorities and the many stakeholders on site. The HFO2 may also assist the health team and the office in Chiang Mai in organizing health-related activities, such as training sessions in coordination with ICRC Myanmar, Thai Red Cross Society and respective beneficiaries and institutions in Thailand and Eastern Myanmar. The 2016 Guidelines for the “ICRC Weapon Wounded Assistance Programme on Thai-Myanmar border” is the reference document for this position.

The HFO2 oversees the ICRC health program in the north ensuring a degree of autonomy in its implementation, monitoring and evaluation.

Medical Duties and Responsibilities

Case management and other WWAP activities

· Carries out the medical assessment of the cases and the interviews for the collection of relevant information, including the medical history of the patient;

· Manages the cases for further treatment and/or the referral to hospitals and orthopedic rehabilitation centres, ensuring the complete follow up of the clinical case;

· Contributes to organize training sessions (e.g. first aid, trauma and emergency care) when required by the programme and in close coordination with various ICRC departments and relevant local institutions;

Networking and coordination

· Interprets Thai language and local dialects, he/she contributes to the understanding of the health situation and assess the access to healthcare for ICRC target groups;

· Maintains the working relationships and ensures coordination with relevant medical and non-medical actors in Thailand and Myanmar (authorities, I/NGOs);

Analysis & Reporting

· Plays an active role in the analysis of the humanitarian situation in Eastern Myanmar;

· Under the supervision of ICRC blue and red lines, he/she contributes to narrative, analytical and financial health reporting (QHRT, PMT,and other relevant institutional reporting and monitoring tools);

· Keeps comprehensive up-to-date records of relevant electronic databases and physical filing, including the Medical Activities Database (MAD) (in coordination with BAN_Health);

Other health activities

· Upon request of ICRC supervisors, may participate and give his/her contribution in detention visits and other health-related activities across Thailand

Administration and Logistics

· Complies with the required administrative and logistical procedures and requests;

· He/She coordinates with ICRC logistical department on supply of medical items when needed;

Selection requirements and experience

Ÿ Recognised university qualification in Nursing care;

Ÿ Minimum 3 years work experience in the health field;

Ÿ Background in trauma, emergency care or first aid will be an asset

Your Profile

· Understanding and knowledge of the Thai national health care system and fundamentals of public health;

· Strong motivation for humanitarian work and sense of responsibility;

· Availability to travel and work in north-western Thailand, Eastern Myanmar and the rest of Thailand

· Previous experience in humanitarian work would be an asset;

· Self-supporting in computers (Windows, spreadsheets, word-processing);

· Strong skills in general administration, oral and written reporting in Thai and English;

· Sound understanding of political, social and cultural factors in the Thai and Eastern Myanmar contexts
