Join the Protection team of an international humanitarian organization. The ICRC Mindanao sub-delegation is looking for a:

Protection Field Officer

(Based in Zamboanga)

The Protection Field Officer contributes to the implementation and monitoring of ICRC’s protection activities in Sulu. His/her role is to maintain and expand the network of ICRC contacts, gaining knowledge of the context and humanitarian needs in Sulu. He/she works closely with the Protection Delegate, to respond to civilian protection concerns arising from armed conflict in the specified areas.

MAIN TASKS:

  • Participates in the assessment and monitoring of humanitarian situation in the area as well as the general political/socio-economical/security situation and provides analysis

  • Contributes to the general knowledge of the Zamboanga office on protection issues

  • Assists in the implementation of activities linked to the protection of civilians and support to detention activities

  • Contributes to the ICRC’s networking activities with various stakeholders in Sulu

  • Promotes and disseminates the principles of international humanitarian law (IHL)

  • Contributes to written reporting, with analysis focusing on Sulu but also for the whole Basilan, Sulu, and Tawi-Tawi (BaSulTa)

  • Implements protection activities under the supervision of the Protection Delegate

  • Maintains and develops a network of stakeholders including non-state armed groups, government security forces, local authorities, tribal/clan leaders and other relevant contacts present in Zamboanga, Basilan and Tawi-Tawi with special focus on Sulu

  • Liaises with other ICRC teams for organization of specific events

  • Coordinates with the Philippine Red Cross (PRC) local chapter for joint activities

  • Follows political, economic and security situation in Sulu and provides written analysis

  • Advises Head of Office on security concerns in ZamBaSulTa, with special focus on Sulu

  • Travels regularly within the assigned areas

REQUIRED PROFILE:

A successful candidate will have:

  • University degree or equivalent in relevant field

  • At least 3-5 years’ experience in similar field

  • Fluent in written and spoken English, Filipino, Tausug and Yakan

  • Good organizational skills

  • Good analytical skills

  • Good communication skills

  • The ability to work under stressful conditions while maintaining patience, perseverance, self-confidence

As an asset, a successful candidate may have:

  • Good interpersonal skills

  • Good knowledge of political, historical, economical and security situation in Sulu, with wide range of Sulu-based contacts

  • Awareness of and respect for professional and institutional ethics, particularly with respect to confidentiality

  • Flexibility to work several weeks in the field and to travel to different areas

  • Good geographical knowledge of Zamboanga, Basilan and Tawi-Tawi, with special focus on Sulu
