Senegal: Community Engagement and Accountability (CEA) Digital Officer (resident position based in Dakar)

Background

In Africa, just as in the rest of the world, the use of social media, messaging apps and other digital platforms is on the rise. These technologies have created new opportunities for humanitarian actors to communicate with, and be accountable to, people affected by armed conflict. The International Committee of the Red Cross (ICRC), via its Regional Communication Centre (RCC) in Dakar, is looking to increase its expertise in this field, in order to support delegations in their communication with, and accountability towards, both affected people and influencers throughout the African continent.

Note that in particular, the Regional Communication Centre (RCC) of the ICRC in Dakar provides communication support to delegations in French-speaking countries – but also, to other delegations on the continent, at their specific request.

Purpose of the post

The CEA Digital Officer’s main purpose is to strengthen the capacity of delegations’ in the region as they design, roll out and evaluate community engagement initiatives using social media, messaging apps and other digital platforms, all in the interest of affected populations. Reporting to the Head of the Regional Communication Centre in Dakar, s/he will work in close cooperation with the CEA team, the Accountability to Affected People (AAP) team, and the Trends Reputation Analysis and Knowledge (TRAK) unit at ICRC HQ, in Geneva.

Drawing from regular, short missions to different delegations, the CEA Digital Officer will work on the strategic areas listed below. Activities may include, but are not limited to, the following:

Technical support and capacity development for delegations

· Provide strategic and operational support to communication teams in delegations, specifically as they develop and document their digital transformation in order to support operations in the delivery of more quality and accountable programming, both with and for affected people.

Support delegations as they improve the design of their digital engagement strategies, with the aim of better supporting operational objectives around quality and accountable programming, and engagement with key influencers, including non-state armed groups.

Policy and research

· With the support of the Community Engagement & Accountability Digital Adviser in Geneva, contribute to the documentation of good practices and short case studies, both for internal and external learning purposes, and to support donor accountability.

· Support the internal and external dissemination of information and experiences relating to the ICRC’s use of technologies to enhance community engagement and accountability.

· Write and contribute to audience analyses.

Partnerships and experimentation

· Coordinate with internal stakeholders in delegations to map, develop, and grow existing and new partnerships with major and upcoming social media and digital players, both at the regional and local levels.

· Support experimentation within delegations, using measurable indicators to track their progress.

· Assess and learn from experimentation outcomes, both by discussing audience and operational goals and sharing those learnings.

Education and experience

· Post-secondary degree in a relevant discipline of social science, marketing or digital studies, and a demonstrated passion for understanding trends in the digital world, and how they intersect (or not) with the humanitarian sector.

· Minimum of 3 years’ experience in a digital function. Minimum 2 years’ field experience, either with the ICRC or another organisation in the humanitarian sector, would be an advantage.

· Experience in community engagement, communication with communities, or another, similar field will be a distinctive asset.

Technical skills

· Experience in using advanced tools like Hootsuite, TweetDeck, Radian6 or BuddyMedia, for social media publishing, monitoring and marketing.

· Technical knowledge of, and experience with, Google Analytics, Facebook Insights and other social media analytical tools, in order to inform strategy and work plans.

· Advanced knowledge in using messaging apps for content, outreach and engagement.

· Experience in using messaging apps for audience engagement will be a distinctive asset.

Profile

· Fluent in French.

· Strong command of English.

· Creative, flexible, forward-looking, dynamic, empathetic, solution-oriented, and innovative.

· Lateral thinker, capable of understanding and integrating multiple internal and external perspectives.

· Proficient and enthusiastic about social media, and a user of multiple platforms either professionally or personally.

· Able to support team members effectively,

· Diligent and able to meet deadlines and work under pressure.

· Able to find creative solutions to problems.

· Able to use plain language when working with internal clients who have no technical knowledge of the subject.

· Able to work in teams composed of people from different fields.
