What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Rationale for this post

The Information Management unit (CIM_AIM_IM) is part of the Archive and Information Management division which sits within the Communication and Information Management Department.

The CIM_AIM_IM unit is the focal point for information management – which is the ability of the ICRC to capture, manage, preserve, store and deliver the right information to the right people at the right time - at ICRC and its primary mission is to ensure that necessary information is produced in the proper ICRC environment in order for all to capitalize on it.

Therefore, it has the role to enforce, advise, analyze, follow up, design processes and accompany colleagues in this matter and it also ensure that all relays and/or persons in charge of information management have the adequate training and develop their competencies.

The CIM_AIM_IM unit is composed of 17 staff, 2 of them working in the support service center in Belgrade, and it is the blue line for Assistants and Information Management Advisors (IMA) in the field and at HQ.

Purpose of the position:

In coordination with the CIM_AIM_IM unit, s/he is responsible for the coherence of information management (from the creation of the information to its conservation) in the delegations s/he is responsible for: Algeria, Guinea, Ivory Coast, Lybia, Mali, Mauritania, Morocco, Niger, Nigeria, Senegal and Tunisia.

S/he, ensures that guidelines and rules are followed and s/he implements the change management processes defined by the IM Unit.

Linked with all other activities of the IM unit and under the supervision of the deputy head of unit, s/he defines priorities and objectives and ensures implementation of the information management principles and best practices.

Main responsibilities:

S/he:

  • ensures coherence in information management practices at field level;
  • provides expertise on ICRC information management rules, guidelines and tools;
  • participates, with the other IMA, to the definition of the change processes to improve the management of the information; implements these changes at field level;
  • after analyzing the needs and organization of the delegations s/he is responsible for, proposes adapted solutions (application, training, change processes, reorganization of secretariats) to improve efficiency of information management;
  • advises and liaises with managers at all levels on how to deal effectively and consistently with the information flow. Supports the respective assistants to implement adapted solutions and to deploy information management tools;
  • in coordination with the other IMA (field and HQ) and the Talent Manager, proposes training measures aimed at assistants and other information management relays;
  • in coordination with the archives experts in the unit, ensures the capture of all records that are relevant for the ICRC;
  • actively participates in the unit’s reflection around information management practices and its evolution. Helps in the creation/update of guidelines and instructions;
  • organizes information management regional seminars/conference calls and supervises information management national workshops/conference calls;
  • acts as technical supervisor for main assistants of the delegations s/he covers, paying regular visits to the delegations to ensure information management consistency.

Education and Experience

  • At least 4 years' experience in a similar position at ICRC or in a large or international organization/company
  • Experience participating in the definition and/or implementation of change processes
  • Fully conversant with MS Office, IBM Lotus Notes and SharePoint
  • Fluency in French and English a must
  • Bachelor’s or master’s degree in information management or information science: an asset

Our operational and field constraints

In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals

Candidates must be in good health and will have to do a medical check-up prior to departure in the field

Candidates must possess a driving licence (for manual transmission vehicles)

Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 24 months
