The ICRC Delegation in Libya, temporarily located in Tunis, has a vacancy for: HR Officer The position will be based in Benghazi Sub Delegation
The successful candidate will be to first HR interlocutor for all staff based in Benghazi, and is responsible for handling and executing HR administration and providing HR support in the area of responsibility (AoR). This position reports to the head of sub-delegation Benghazi and works under the technical supervision of the HR Responsible in Libya, in close coordination and cooperation with the HR team in Libya and Tunis.
Main Responsibilities: -HR Administration:
• Maintain employees’ files and ensure HR data bases and information are always accurate and up to date, including job descriptions • Manage and edit employment contracts, follow up probation period and contracts’ renewals. • Manage termination of contract process timely and accurately according labour laws and ICRC HR guidelines • Record and monitor salary advances, loans, overtime and perdiem according procedures and policies • Process, check and send all monthly variable payroll data duly approved according policies (new employee’s information and variable data) to HR dept in Tripoli, in accordance with payroll calendar • Prepare correspondence & maintain relationship with Local Labour & Immigration offices within AoR • Record & follow-up employees’ absences including vacation on weekly basis in coordination with HR dept in Tripoli • Explain ICRC health insurance procedures to employees, collect and process medical bills accordingly and coordinate with the person in charge.
HR support and Employees’ Relation:
• Provide HR information and guidance to all staff in the AoR • Actively contribute to recruitment process in coordination with Tripoli HR for positions in the area of responsibility (organize tests, participate to interviews, coordinate with all stakeholders) • Deliver HR briefings to new employees and follow up employee’s induction • Participate to and support performance management in the AoR, provide advice and support to staff and managers locally • Inform employees regarding training policies and follow up closely on local training • Provide support on HR projects in Libya when needed • Apply ICRC HR policies consistently and keep her/himself well aware of all applicable HR rules, procedures and policies as well as employment laws and practices
Required background, skills and competencies:
• Bachelors or equivalent university degree ideally in business management / HR • Minimum 5 years’ work experience in Human Resources
• Excellent command of written and spoken Arabic and English • Computer literate (MS Office and HR software)
• Strong communication and interpersonal skills, with proven ability to adapt and interact constructively with others • Proven planning and organizing skills, attention to details and capacity to manage multiple tasks • While maintaining priorities, with diligent approach of administrative tasks • Service oriented and flexible • Capacity to handle sensitive information with strict confidentiality and ethics • Highly responsible with capacity to work independently while maintaining team dynamic and team spirit • Genuine interest in humanitarian activities (especially ICRC's), previous experience in humanitarian environment an asset
