The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization with the exclusively humanitarian mission to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It also endeavors to prevent suffering by promoting and strengthening International Humanitarian Law and universal humanitarian principles. The ICRC's Somalia Delegation implements the institution's humanitarian activities in Somalia.
COMMUNICATION AND LEGAL LIAISON OFFICER – MOGADISHU
The Communication and Legal Liaison Officer (Somalia-based Resident/National position) contributes to planning and implementation of ICRC's communication strategy. He/she will be responsible for communications projects/programs planning, implementation and monitoring. The role holder will spend 50-75% of the work time in the field.
Main Responsibilities:
Monitors and analyzes developments in national legislation and in the integration of international law into the Somalia Law that may affect ICRC operations in the country
Gathers and analyzes relevant information related to the functioning and structure of legislative and political/executive branches
Monitors and analyzes specific legal issues and developments concerning detention and protection of the civilian population
Develops and maintains a strong network among government authorities within her/his scope of expertise and other relevant organisations in the legal, judicial and academic sector
Supports the management in Mogadishu and relevant departments in the dialogue with national authorities
Carries out workshops, training sessions and other events related to the acceptance of ICRC and the understanding/implementation/integration of IHL and other issues of concern among target audience
Ensures daily media environment scanning and analysis for reports of interest on humanitarian developments in Somalia
Ensures that the right information gets to the targeted audience in line with Mogadishu office Protection, Security and related priorities
Supports communication activities of the Somali Red Crescent Society (SRCS)
Minimum required knowledge & experience:
Degree in Media and Communications, Law or Political Science
4-6 years of professional experience in the Humanitarian or Government sector
Excellent knowledge of the socio-political environment of Somalia
Sound knowledge of International Humanitarian Law (IHL)
Knowledge of the ICRC protection mandate an asset
Excellent communication, reporting, analytical and presentation skills
Ability to work autonomously and demonstrate initiative
Fluent in English and Somali
Advanced level in computer skills
