The International Committee of the Red Cross (ICRC) office in Romania is opening a full-time position for a Protection Field Officer,based in Bucharest.
The ICRC is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.
The ICRC also endeavors to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles.
The ICRC office in Romania contributes to the ICRC regional response to the international armed conflict between Russia and Ukraine, helping reunite families separated by the conflict, supporting the work of the Romanian Red Cross and strengthening respect for humanitarian principles.
Purpose of the position
The Protection Field Officer based in Bucharest contributes to the implementation and monitoring of ICRC protection activities in Romania. The main responsibilities of this position focus on supporting the Romanian Red Cross to help people separated from their loved ones to restore or maintain family links.
Main duties and responsibilities
- Supports the Romanian Red Cross in assessing and monitoring restoring family links (RFL) needs within impacted communities
- Carries out field missions to assess RFL needs and to strengthen collaboration with Romanian Red Cross
- Facilitates technical support on RFL from ICRC to Romanian Red Cross
- Follows up on financial procedures with Romanian Red Cross and monitors budget implementation
- Supports the implementation of other protection activities in Romania and ensures appropriate follow-up of individual cases.
- Provides interpretation from and to Ukrainian and/or Russian in the frame of the protection activities and possibly support other ICRC activities for interpretation and/or translation.
- Contributes to monitoring of the humanitarian environment and protection related activities in Romania for analysis and follow up.
- Carries out collection, processing and analysis of data, relevant to the ICRC protection activities.
- Contributes to developing and maintaining the network of stakeholders involved in protection-related issues at local level.
Requirements:
- University degree (BA and/or MA) in Law, International Relations or other relevant discipline, and relevant professional experience, especially in public and humanitarian policy analysis
- 2-4 years’ previous professional experiences, for instance in the field of social/political/economic science or similar.
- Experience with governmental agencies and/or international organizations is an asset.
- Full computer proficiency.
- Full professional fluency in English.
- Romanian language an asset.
- Good command (spoken and written) of Ukrainian or Russian language is an asset.
- Experience working directly with people on the ground with projects
- Commitment to help persons of concern.
- Good analytical skills.
- Strong interpersonal and communication skills in a multi-cultural setting.
- Capacity to work under pressure.
- Strong reporting capacities.
- Capacity to remain neutral in relation to political and conflict dynamics.
- Ability to travel within Romania.
- Knowledge of International Humanitarian Law an asset
- Experience as interpreter will be an asset.
