WHO WE ARE
The ICRC is an independent organization providing humanitarian protection and assistance for victims of armed conflict and other situations of violence. It acts in response to emergencies, works in protracted conflicts and other situations of violence and at same time promotes respect for international humanitarian law (IHL) and its implementation in national law.
BRIEF ROLE DESCRIPTION
The Mexico Forensic program aimed at supporting the authorities and the families in solving the case of the missing and in protecting the dignity of the dead.
Mexico Forensic Country Responsible deals with Federal authorities and contributes to the implementation of the ICRC Mexico strategy related to the Law on Disappearances; the implementation of the Extraordinary Forensic Mechanism; the actions of the National Search Commission; the involvement of families in the forensic processes; the development of local capacities and the promotion of policy making, legal frameworks and procedures, among others.
MAIN RESPONSIBILITIES
- Contributes to defining, monitoring and updating the delegation strategy (Missing and Forensic, Restoring Family Links, Detention, Health) and regional forensic strategy
- Ensures forensic activities are carried out in accordance with the strategy and coaches forensic staff in Mexico; ensures needs assessments, planning, designing, implementation and monitoring of forensic projects
- Assists the Regional Forensic Coordinator/Manager in developing long-term, mid-term and short-term objectives (Budget) in Forensics in Mexico and identifies the modes of action that are most appropriate to achieve these set objectives
- Develops and/or maintains contacts and represents the ICRC with a network of interlocutors on matters related to forensics (e.g. capacity building, promotion of forensic standards, external events, meetings or conferences, etc.)
- Technical reference in his/her area of expertise, she/he will be the technical line of the Mexico Forensic team and in coordination with the Line Managers supervises, coaches and manages the team, and makes proposals for institutional or technical trainings, ensuring adequate performance by all staff within the Department
- Maintains regular contacts and provides regular briefings/reports/communication with Management, Regional Forensic Manager, Coordinator of Program Missing and other concerned Departments in the Delegation, including participation in associated meetings, and with other Forensic staff in the Region and organise seminars and meetings at national level
- Where relevant and appropriate, is vigilant of emerging humanitarian challenges (e.g. migration, torture, sexual violence, forensic in the living) as related to forensics, and outlines potential forensic programs to address these challenges, including required resources for responsible engagement
REQUIRED SKILLS AND EXPERIENCE
Essential education and other specific qualifications:
- Masters' degree or equivalent in medical, biological, or forensic sciences. Preferred areas of expertise: genetics, forensic pathology, anthropology/archaeology, molecular biology, odontology
- At least 8 years post-graduate forensic case-work experience
- Knowledge and understanding of the Mexican medico legal framework and context
- English as a second language (B2 minimum)
- Experience in report writing, and commitment towards the highest forensic scientific and ethical procedures
- Readiness to work in proximity to affected people and communities
- Proven contribution to scientific publications on forensic practice, especially in the field of humanitarian and human rights investigations
- Experience in negotiations and public relations, particularly in promoting the implementation of professional and ethical standards in his/her field of expertise
- Skills and experience in forensic training and capacity building at local levels, ability to adapt messages to different audiences
- Project management experience
Desirable professional experience:
- Experience in forensic practice applied to humanitarian or human rights investigations in an operational context.
- Interest in contributing to the development of forensic legal framework and on the implementation of protocols for forensic practice
