About us
Permanently present in Syria since 1967, the ICRC is a neutral, impartial, and independent organization with an exclusively humanitarian mission. The ICRC works closely with and supports the Syrian Arab Red Crescent (SARC) to meet food, water, and health needs of people affected by the fighting in both emergencies and to help them start rebuilding their lives. They work together to raise awareness about risks from mines and other explosive remnants. The ICRC works to restore links between families who have been separated by the conflict and migration, visits a number of prisons, promotes respect for international humanitarian law. The ICRC also provides advice and support to local authorities and forensics practitioners in managing human remains with respect and dignity. The ICRC's operation in Syria is its largest in the world, with over 650 staff working in its offices in Damascus, Aleppo, Hama, Hassakeh, Homs, and Tartous.
Purpose & Scope of your role:
The Human Resources Department in Damascus, Hassakeh and Aleppo is looking for experienced Human Resources Professionals to join our great team.
This is a fantastic opportunity for a forward-thinking, ambitious HR professional to join our progressive HR team to support the delivery of the Global ICRC People Strategy and play a pivotal role in the effective delivery of HR Services.
You are a credible, positive and proactive HR practitioner with excellent influencing & communication skills and a good track record of making a positive difference. Working with our managers and staff, providing HR support, you demonstrate an understanding of their needs and provide on-time and high-quality HR support

Main responsibilities:
v General HR Duties:
· Accessible as the first point of contact for in time delivery of all HR services in your location
· Participate, or lead HR projects/ initiatives
· Ensure that staff-management policies are applied correctly.
· Ensure that new employees are warmly welcomed and well-integrated.
· Carry out high quality administrative follow-up on HR-related issues; input for payroll, contracts, leave registration.
· Assess and maintain compliance with labor law, staff regulations and ICRC policies.
v Training and Performance:
· Provide onsite training, awareness sessions, workshops on a wide variety of HR and management topics; this is done under the guidance of the Learning and Development Unit in Damascus.
· Support the delivery of Personal Development Plans and development programmes (Institutional trainings, trainings, …)
· Support staff and managers in the performance management process (objectives setting, regular feedback and performance evaluation).
v Recruitment:
· Based on a good understanding of the needs, identify recruitment challenges and define the best recruitment approach. Ensure on time hiring of competent new staff through a transparent, professional and efficient process in close collaboration with line managers.
· Share knowledge and best practice and contribute to the continuous improvement of the Talent Acquisition activities and tools.
· Maintain accurate recruitment data and tools.
· Engage with and ensure a best-in-class candidate experience throughout the whole recruitment process and handle candidate relations up to the interview stage.
· Take part in evaluating recruitment activities and adjusts action plans and programmes accordingly, particularly during emergencies
Your profile
· University degree or bachelor’s degree in human resources or Business Administration.
· Excellent English skills in speaking and writing**.**
· Minimum of 3 years’ experience in HR
· Ambition to pursue a career in HR in Syria or abroad within the ICRC
· Ability to run multiple projects at the same time and a wide range of activities.
· Previous experience in multicultural environments.
· Previous experience in private sector, humanitarian and/or voluntary sector is a very strong asset.
· Computer literate and experience & skills.
