PURPOSE, SCOPE AND IMPACT

The ICRC has been operational in Jordan since 1967 and active in the field of restoring family links ever since, and detention since 1978. Since 2017, the Jordan Delegation contributes to the regional framework for action in favor of missing persons and their families, most significantly in relation to the Syrian conflict. The fate and whereabouts of missing persons is one of the ICRC’s operational priorities in the Middle East and in Jordan, the ICRC continues to document situations where persons went missing in Syria, without distinction of nationality.

In line with the ICRC institutional framework for Action on the Missing, the ICRC has conducted a Family Needs Assessment (FNA), with the objective to identify the specific challenges and needs of families of missing, as well as to uncover the existing resources and coping mechanisms.

The persons interviewed expressed high level of distress symptoms that they directly linked to the disappearance. They spoke about serious psychological and psychosocial challenges mostly linked to the distressing uncertainty (ambiguous loss) following the disappearance. On top of that, most of them being refugees, their uprooting presented an extra layer of vulnerability that they needed to endure.

As part of the Protection Department at the level of the ICRC Delegation in Jordan, the

The Mental Health and Psycho Social (MHPSS) Field Officer working on MHPSS issues related to missing persons and their families:

• Contributes to the implementation of the MHPSS component of the multidisciplinary response to the needs of the families of missing.
• Contributes to the general knowledge of the Delegation about the issue of Missing persons and humanitarian consequences and needs of their families.
• Is aware and follows the ICRC’s and other relevant international standards applicable to the Missing, including participation in and/or organization of appropriate initiatives for this purpose.

• Seeks the highest impact of the approach to identify the needs of the Families of the Missing and contribute to their psycho-social well-being through the optimal implementation of the MHPSS component of the Accompaniment of the Families of the Missing Program.
  MAIN ACCOUNTABILITIES, DUTIES AND RESPONSIBILITIES

• Addressing the MHPSS needs of the Families of Missing

• Under the close supervision of and together with the MHPSS Delegate and in close coordination with the Protection Coordinator and the Missing Delegate, contributes to the implementation and running of the MHPSS component of the accompaniment program targeting families of missing persons:

• Is a key contributor to providing direct support to families of missing through support group sessions and delivers individual counselling sessions where/if needed, during or outside the scope of home visits;

• Establishes and maintains meaningful contacts with the families through phone calls, individual/group sessions and home visits;

• Is planning and organizing activities adapted to the needs of the families of missing persons;

• Along with the MHPSS Delegate, is conducting pre and post assessments and supports the general evaluation process of activities;

• Contributes to the management of MHPSS data relating to activities for families of missing;

• Contributes to the awareness raising sessions on the needs of the families of missing, targeting local and international organizations as well as governmental bodies;

• Complements the stakeholder knowledge base with further mapping through identifying service providers to address the MHPSS needs of the families, and liaises with them in a guided and punctual manner;

• Suggests to the immediate superior external referrals of specific cases (collected through MHPSS activities), in line with the criteria and identifies providers whenever relevant;

• Provides accurate, timely, and consistent analysis and reporting to the line manager on visits to and/or contacts with the families and program activities;

• Interprets Arabic/English accurately when required, and translates documents as required;

• In the second phase of the project, and under the supervision of the MHPSS delegate, trains and supervises a network of accompaniers.

GENERAL DUTIES

• Be aware of the delegation’s objectives and activities.
• Understand the three components of the Red Cross/Red Crescent Movement.
• Apply the security rules at all times.
• Respect and observe the staff regulations of the ICRC in Jordan.
• The employee may be asked to perform other duties not covered in this job description as well as to provide support to other departments when and if necessary.

PROFESSIONAL EXPERIENCE AND EDUCATION REQUIRED

Certifications / Education required

• University degree in clinical psychology/Counselling (Masters is an asset).
• Excellent knowledge of both Arabic and English, both written and spoken, is mandatory.
• Good computer skills (Word, Excel, Web browsers etc...)

Minimum required knowledge & experience

• At least three years of work experience in psychosocial programs in Jordan that includes working with vulnerable groups within a humanitarian agency (experience with the families of the missing is an asset).
• Good knowledge and experience in group facilitation techniques.
• Good knowledge about evaluation methods.
• Clinical experience is an asset.
• Training skills is an asset.
• Good knowledge of the social, cultural, political, security environment in the country and regional context.
• Good reporting, active listening, communication and soft skills.
• Good analytical skills and attention to details.
