Head of Control, Testing and Monitoring (for Philippine Nationals only)

Job Purpose

The Head of Control, Testing and Monitoring (CTM) leads the development, implementation, and maintenance of test plans designed to confirm the adequacy, effectiveness and efficiency of risk management and internal control activities, using various techniques in line with the ICRC global monitoring operating guidelines. S/he coordinates the effective reporting of testing and monitoring results to management, including recommendations to address the detected risk related to non-compliance, correct detected errors or improve processes efficiency on identified waste or inefficiencies.

Main Responsibilities

· Oversees the planning and supervises the execution of the monthly remote testing and monitoring of key controls on the processes/programs in scope based on Service Level Agreements (SLAs) covering all delegations

· Oversees the planning and supervises the execution of the separate field visits by the internal controllers responsible for testing and monitoring key controls on the processes/programs in scope based on the SLAs, covering a selected sample of delegations

· Reviews and signs off on the conclusion and reporting of the testing and monitoring activities (i.e. quarterly report to management, internal control field visits reports, other reporting)

· Promotes and develops CTM services to internal clients (departments/delegations) through the network of Risk and Compliance Officers, business process owners, métiers and operations coordinators, etc. to expand the scope of service

· Coordinates team technical learning and development activities

· Leverages technology and uses/develops innovative tools to perform big data analytics and to improve the team efficiency through process automation

· Prepares reports and trend analyses for the institutional consolidated reporting on risk and compliance activities and results, to assurance requesters (e.g. governing bodies, donors, etc.) through ERCO, using global performance metrics

· Collaborates with Risk and Compliance functions and other key functions of ERCO to address transversal issues and work on transversal initiatives and projects for the improvement of institutional practices, processes and tools related to assurance activities

Selection Requirements

· Bachelor’s degree in Accountancy, Finance or Business; Master’s degree in business administration or other relevant field

· With Certification on risk and compliance management (e.g., Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE) and/or Certified Information Systems Auditor (CISA))

· With Certification on project management or equivalent working experience

· With Certification on process design and re-engineering (e.g. LEAN six sigma) or equivalent working experience

· With typically 15+ years' overall professional experience, at least 6 years in a risk and compliance or audit role in an international environment

· With at least 3 years’ experience a people management capacity in the humanitarian sector or recognized international organizations

· Computer proficient - knowledge of computer-assisted audit techniques (CAATs), e.g. ERWIN, IDEA software, is an added advantage

· Fluent command of English; knowledge of French and/or other foreign language is an advantage
