Purpose of the position
The Disability Inclusion Adviser, as a member of the Diversity Inclusion team (which is itself part of the Accountability to Affected People - AAP team), leads on the operationalization of the strategy and approach to disability inclusion in operations with métiers (HQ and field), and directly accompanies delegations in this approach through regular field missions and technical support. The adviser develops relevant tools and training and works closely with the Diversity Inclusion Manager to update and review frameworks, strategies and policies on the inclusion of persons with disabilities. S/he champions together with the diversity inclusion manager the strategic approaches with ICRC leadership and strengthens ICRC positioning on the inclusion of persons with disabilities in regional and international forums as well as with donors.
Main duties and responsibilities part 1
The Disability Inclusion Adviser contributes to the followingjoint responsibilities:
- Development of diversity inclusion policy and strategic approaches.
- Capacity building and training of ICRC staff on diversity inclusion.
- Coordination of field support on diversity inclusion.
- Development of synergies with relevant aspects of work on Accountability to Affected People (AAP).
Capacity development and learning:
- In synergy with broader AAP training, leads on developing and delivering training on inclusion of persons with disabilities, both as part of diversity inclusion training and disability-specific training.
- Consolidates and distills learning to share across métiers, delegations, and in the wider humanitarian sector.
- Advises the ICRC on issues related to disability, rights and inclusion of persons with disabilities in humanitarian action, and intersectionality arising in the wider humanitarian sector and policy landscape.
Main duties and responsibilities part 2
Technical support
- Conducts field missions to support delegations in the implementation of disability inclusive programming and activities, the ICRC approach on diversity inclusion, as well as in implementation of the AAP self-assessment process.
- Builds staff capacity to incorporate disability inclusion into their work, in collaboration with key internal stakeholders, and external experts.
- Assesses field needs on disability inclusion and develops tools and resources accordingly.
- Contributes to developing data collection, management and analysis disaggregated by sex, age and disability; collects evidence and good practices from the field.
- Provides support and guidance to the Regions, delegation management and métiers for the PFR exercises in terms of incorporating disability, and diversity inclusion considerations and indicators to advance institutional strategic objectives, and alignment as well as compliance with donor commitments and requirements.
Policy, strategy and performance
- Leads on strategy development, institutional analyses, production of evidence-based research and policy development, speaking points, papers on disability inclusion.
- Develops relevant policies, procedures and guidelines related to disability inclusion.
- Oversees and coordinates the Disability Inclusion Working Group in the ICRC.
- Ensures the approach to disability inclusion is informed by, complements and reinforces the institutional approach on Accountability to Affected People (AAP).
- Supports fundraising budgets for implementation of inclusion of persons with disabilities; when successful in fundraising and recruitment, oversees staff and trainees and is responsible for budgets.
Main duties and responsibilities part 3
Advocacy and representation
- Maintains an active dialogue with and builds ownership of the approach to disability inclusion with senior management of all departments.
- Represents the ICRC during regional/international events and towards donors on disability and diversity inclusion; contributes to positioning the ICRC in these forums.
- Develops strategic dialogues, builds and expands partnerships with key donor governments, organisations, networks, and other relevant stakeholders, on disability and diversity inclusion in operations.
- Leads on networking and relationships with other actors within the Movement on disability and diversity inclusion. Represents the ICRC at the Movement Disability Inclusion Working Group meetings.
- Builds partnerships and close collaboration with organisations of people with disabilities, global and regional networks and alliances to ensure meaningful participation of persons with disabilities.
Scope & Impact
- Provides expertise at global, regional and local levels.
- Provides advice to the AAP team (HQ and field) and relevant staff on disability inclusion.
- Crosscutting role requiring capacity to translate general guidance into concrete actions and ability to work with both métiers and management at delegation level.
Relationships
- Internally, interacts with ICRC leadership, supports divisions/units at HQ and various métiers, including administration, human resources and logistics, in the field working on inclusion of persons with disabilities.
- Externally, interacts with Movement interlocutors (National Societies, IFRC) and a network of interlocutors interested on working in the field of disability rights and inclusion of persons with disabilities (UN, INGOs, NGOs, donors, Permanent Missions, etc.).
Education and experience required
- Graduate or higher degree in disability studies, social sciences, international development or similar area or demonstrable equivalent knowledge gained through professional experience.
- Computer proficiency.
- Fluent in English. Additional languages are an asset.
- Between 10-12 years’ professional experience with experience working on the field of disability rights.
- Proven experience in managing complex, cross-cutting thematics and projects.
Desired profile and skills
- Expert knowledge of good practices and challenges in the field of rights and inclusion of persons with disabilities.
- Understanding of the humanitarian environment and the challenges for the ICRC from an operational perspective. Experience in the humanitarian sector or working in conflict settings is an asset.
- Experience in building networks, professional relationships, and ownership among diverse stakeholders in a cross-cutting way, internally and externally.
- Demonstrated experience of working harmoniously in a team and in a multi-cultural environment.
- Personally lived experience with a disability is an asset.
