The International Committee of the Red Cross (ICRC), a neutral and independent humanitarian

organization, has a vacancy at its Regional Delegation in Paris office for a resident position (12 months contract – parental leave replacement) :

Restoring Family Links (RFL) Regional Advisor (M/F)

Summary of the position

The RFL Regional Adviser is in charge of implementing the operational aspect of the RFL file, under the supervision of the Head of RFL.

S/he supports the ICRC Paris Regional Delegation in the implementation of its objectives in terms of RFL, and provides technical advice, guidance and support to RFL services of the National Societies (NSs) of

the countries covered by the Delegation. S/he is in charge of ensuring the smooth implementation of projects and field activities defined together with the Head of RFL and the Protection Coordinator.

The RFL Regional Advisor is directly responsible for the follow-up of specific thematic issues, such as family reunification, the respect of data protection standards in RFL activities, and the integration of psycho-social support in RFL work. Geographically, s/he will be in charge of implementing RFL joint objectives with 10 NSs (with an important focus on migrant’s RFL needs).

In order for the selected candidate to be fully operational in a short time-frame, a previous

RFL experience with the Red Cross/Red Crescent Movement is mandatory for this position.

Main responsibilities

1) Implement RFL projects and activities in the countries covered by the Delegation,

2) Conduct regular field visits, to assess, together with the national societies, the RFL needs along the migratory trail and during humanitarian emergencies, to provide technical advice to concerned ICRC structures and National Societies; to establish or adapt priorities, strategies and plans of action accordingly.

3) Provide and initiate RFL training sessions as well as design, review, and (when needed)

harmonize the RFL training curricula provided by the ICRC and participate as well in the

development of the NSs’ ones

4) Analyze the situation, with the aim of orienting the RFL strategy of the Delegation accordingly

5) Coach and train the staff of red Cross National Societies (transversal management)

6) Represent and promote the ICRC externally and ICRC Paris Delegation in ICRC HQs (Geneva) for two thematic files.

Ideal profile

  • Master level or equivalent

  • ideally 6 years of experience in the humanitarian field

  • Minimum 2 years’ experience within the RC/RC Movement in the field of RFL (mandatory) ; experience in migration-related field a strong asset

  • Excellent oral and written skills for both French and English language. Another language an asset.

  • Very good organizational and analytical skills needed

  • Proven experience in project management (transversal management via National Societies)

  • Team player (RFL & PROT) and reactive

  • Eager to travel ( many missions out of office)

This position is a resident position. Salary conditions are based on the remuneration package of the

ICRC Paris delegation. Applicants should be EU citizens or have a valid work permit.
