It has been providing humanitarian aid in the Philippines for more than 70 years,with a permanent presence since 1982. The ICRC works closely with the Philippine Red Cross,its primary partner in the country.

Mental Health and Psychosocial Support Field Officer

(Based in Cotabato)

The Mental Health and Psychosocial Support Field Officer (MHPSS FO) contributes to the overall implementation of the ICRC MHPSS Programs in Mindanao within a multidisciplinary team under the supervision of the MHPSS delegate, in coordination with the Health, Protection, and other departments of the ICRC. S/he will cover 50% of Cotabato area of responsibility (AoR), 35% Iligan AoR, and 15% other areas of Mindanao.

MAIN TASKS:

· Assesses the MHPSS needs of the target population, and determines their needs, also ensures proper MHPSS assessment / analysis of the field situation (e.g. health centres, communities, etc.)

· Contributes to the prioritization of planning and running MHPSS interventions in Mindanao (programs, activities) for the specific ICRC target population and areas of operation, especially for health staff

· Maintains and expands networking with health authorities, other government structures, UN agencies, and other NGOs

· Delivers capacity building activities directly to the beneficiaries, if decided and under the supervision/guidance of the MHPSS delegate

· Provides psychosocial support directly towards beneficiaries at individual, family, and community levels, if needed

· Provides direct specialized mental health service to beneficiaries, if needed and decided by MHPSS Delegate

· Monitors and ensures the proper follow-up of the MHPSS activities in ICRC-assisted health facilities and communities, as well as the evaluation of the MHPSS programs

· Contributes to report writing in relation to MHPSS programs/activities as required and provides documentation needed, under the supervision of the ICRC MHPSS Delegate

· Works in the field for long periods, and moves across Mindanao, as necessary

· Maintains regular contact with all interlocutors, especially with the health authorities, at various levels, and stays informed about the security situation

· Assists and eventually takes care of preparation and implementation of training sessions

· Collects, organizes, and participates in the analysis, together with the MHPSS delegate of all data related to the MHPSS activities in Mindanao

· Contributes to the annual planning and budget follow up

· Implements the MHPSS strategy for Mindanao developed and approved by the delegation of the ICRC in Philippines

REQUIRED PROFILE:

A successful candidate will have:

· Bachelor’s degree in psychology (Master’s degree and certificate in clinical psychology is a strong advantage)

· Minimum of 3 years’ work experience in the MHPSS field

· Extensive knowledge of local MHPSS services and other health and social services, staff, and system

· Skills for MHPSS capacity building and training delivery, as well as skills to support and assist MHPSS service delivery when needed

· Fluency in written and spoken English, and in local languages (Maguindanao, Maranao and Tagalog)

· Proficiency in the use of computer programs (e.g. Word, Excel, etc.)

· Comprehensive and accurate analytical skills

· Skills for planning, organization, assessment, and program implementation

· High level of communication, negotiation, and social skills

· Ability to take initiative and work both in a team and with autonomy, in a multidisciplinary approach

· Ability to work under stressful conditions while maintaining patience, perseverance, and self-confidence

· Flexibility to work several weeks in the field and to travel to different areas

· Cultural and geographical knowledge of Mindanao areas

A successful candidate will be:

· Methodical

· Proactive, with a sense of responsibility, self-awareness, and leadership skills

· Able and willing to perform systematically incorporated self-care actions daily

A successful candidate may have:

· Experience in working with the administration of MHPSS, medical and/or DSWD structures in the Philippines

· Awareness and respect of professional and institutional ethics, particularly with respect to confidentiality
