What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Role description

Based in Bangkok, the Sexual Violence Adviser supports, as a priority, ICRC’s operations in Papua New Guinea, Philippines, Indonesia and Myanmar in regards to implementation of the ICRC’s Sexual Violence Strategy. S/he supports and carries out analysis and assessments linked to sexual violence, and the setting up/revision of country strategies and coordination mechanisms thereby strengthening the effectiveness and efficiency of ICRC’s multidisciplinary response and prevention efforts. S/he provides technical expertise, where needed, to the delegations both through training and sensitization as well as through direct implementation of field activities and coordinates externally with actors relevant to addressing sexual violence.

Main responsibilities

  • Continuously analyzes sexual violence (using first as well as secondary sources) and supports the coordination of multidisciplinary assessments at country level.
  • Supports and strengthens, if needed, the functioning of internal coordination mechanisms at delegation level.
  • Leads on/provides support for setting up key deliverables such as mappings of services provided by other actors and establishing protocols to refer victims/survivors to such services.
  • Provides sensitization sessions and training on the issue of sexual violence more broadly, as needed, to ensure that all staff are aware of the issue, understand their role in addressing it and can respond if confronted with it, in a manner that is appropriate and in line with their profession, as per agreed standards.

AND

  • Together with staff already working on sexual violence, coordinates the development and revision of sexual violence strategies, plans of action and frameworks to implement recommendations resulting from assessment, in line with the Institutional Strategy on Sexual Violence.
  • Provides continuous leadership and technical support to delegation colleagues to ensure the objectives on sexual violence are implemented and appropriately tracked/monitored.
  • Coordinates delegation’s quarterly reporting on sexual violence.
  • Actively participates in ICRC’s global sexual violence community of practice and facilitates exchange of best practice, cross-learning, information-sharing, and lessons learned on key issues and challenges related to the file of sexual violence.
  • Disseminates and act as an ongoing support for the operationalization of ICRC’s ‘Methodological Guidance Toolkit,’ including contextualization of tools and resources according to delegation needs.
  • Where needed, strengthens coordination with relevant external actors such as the Gender Based Violence Area of Responsibility (GBV AoR), UN actors, Red Cross Red Crescent Movement partners, and local organizations.

Desired profile and skills

Profile

  • Master’s degree or equivalent

  • At least 8 years’ overall professional experience including 5 yearsaddressing sexual violence in emergency contexts

  • Very good knowledge and understanding of addressing sexual violence in humanitarian settings

  • Very good knowledge of ICRC's mandate and principles

  • Experience in a coordination/management position will be considered as a strong asset

  • Significant field experience in humanitarian/development sector is mandatory

  • Very good understanding of results-based management, monitoring and evaluation best practices and ability to develop SMART objectives and indicators

Skills & specific knowledge

  • Strong motivation and commitment to humanitarian work and the ICRC values and principles (very good knowledge required)

  • Able to work under pressure in a potentially dangerous environment

  • Excellent analytical and reporting skills

  • Strong and open team player, who can also assume independent responsibility

  • Proven capacity to adapt to new environments and working with multidisciplinary teams

  • Experience of working in complex and multi layered environments

  • Sound capacity to network and negotiate

  • Excellent English skills, oral and written - other language such as French,Arabic Spanish or Russian will be an asset

  • Ready to travel frequently in particular in the countries covered by the role but not restricted to them

Our operational & field constraints

  • In line with the principle of neutrality, the ICRC dœs not assign personnel to a country of which they are nationals
  • Candidates must be in good health and will have to do a medical check-up prior to departure in the field
  • Candidates must possess a driving license (for manual transmission vehicles)
  • Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 6 months and depending on the country of assignement. This role based in Bangkok, will allow you to be accompanied by your family after the first 6 months of assignment.
