About the Job

The Economic Security (EcoSec) Field Officer is responsible for the overall management of the EcoSec activities and resources in the South Mudug region. He/she analyses the economic security; conducts needs assessments and plans EcoSec interventions in consultation with the respective field management, technical supervisor and EcoSec team. He implements the activities according to department/delegation objectives, agreed budget frame and plan of action (PoA), and reports on the progress of the programme as required.

This is a resident/National position based in Gaalkacyo.

Duties and Responsibilities

1. Plans, implements and monitors the Economic Security (EcoSec) Programme in the assigned regions according the institutional procedures and objectives

2. Participates actively in selection of priority/activity areas and individual projects and formulation of monthly/quarterly implementation plan,

3. Ensures regular monitoring of the economic/food security situation in the assigned regions

4. Contributes to the set-up and conduct of needs assessments in his Area of Responsibility (AoR) by using the standard EcoSec approach and internally established tools and procedures

5. Formulates proposal drafts for individual projects including SMART indicators, expected outputs/outcomes, plan of action (PoA) and project budget

6. Helps to organize logistics and leads/manages the EcoSec distribution teams

7. Provides support/coaching to the teams of the Somali Red Crescent Society (SRCS) involved in the monitoring process

8. Conducts data collection exercise by using the internally established tools and procedures

9. Reports on the progress of the programme and its outcomes against the set objectives

10. Establishes and maintains contacts with the relevant stakeholders at community, district and regional levels

11. Contributes to the annual planning exercise of the EcoSec department for the assigned regions

12. Compiles statistical data on all EcoSec interventions in his AoR and submits monthly statistical reports to his technical supervisor

Minimum qualifications and required competencies

1. University degree in Economics, Development studies, Sociology or Agriculture/Veterinary science

2. 6 years’ experience in a similar field of activity

3. Comprehensive knowledge of and exposure to a wide range of humanitarian assistance and emergency relief

4. Proven experience and skills in using data collection and analysis

5. Excellent analytical, negotiation and communication skills

6. Proven team management, coaching and motivation skills

7. Project management experience

8. Very good knowledge of political, social, economic and cultural aspects in Somalia

9. Fluency in written and spoken English and Somali

10. Proficiency in MS Office
