We are seeking an enthusiastic Senior HR Officer to join our small and friendly Human Resources team, which provides a comprehensive HR operational services (recruitment, payroll and employment administration) across the ICRC Regional Delegation for Mexico and Central America.

The Senior HR Officer will be responsible for staff administration within the Delegation. S/he will provide HR services in line with the ICRC’s and the delegation’s policies as well as any applicable laws and regulations.

You will work closely with the HR manager to help ensure proper HR administrative management of the mission. You will be the back-up of the HR manager, able to step in and assume the main responsibilities of the HR manager when s/he is absent.

The successful candidate will have excellent administration, communication and organizational skills, with a positive and professional, can-do attitude. You must be able to work independently as well as in a team and have a pro-active approach to problem solving. Very strong attention to detail, a professional writing style and effective time management is vital for this role. Profile requirements:

 Demonstrable strong HR Administration experience (minimum 4 years) with extensive experience of Mexican labour law and payroll regulations

 University degree in HR or Business related subject is essential; a professional certificate in Human Resources or related discipline is desirable

 Advanced level of English (fluent both written and spoken)

 Computer and information systems proficiency, with excellent knowledge of Microsoft Excel and PowerPoint

 Committed to teamwork and collective performance

 Previous experience managing a team

Responsibilities of the post include, but are not limited to:

 Acting as a focal point for employees on HR general and employee management issues

 Monitoring and ensuring compliance of with local labour laws and staff regulations

 Supervise the day-to-day operations of the Human Resource department in collaboration with the HR Manager and with the help of two HR Officers, including hiring processes, performance management, employee orientation, development and training, compensation and benefits administration, employee relations and communication through implementation of procedures, processes, programs and policies

 Supporting HR projects and initiatives in the Regional Delegation for Mexico and Central America as required

 Contributing to draft local staff policies/HR tools (including salaries, promotion..etc.), and implementing them
