Dubai – UAE Mission

The ICRC is a neutral, independent and impartial humanitarian organization that seeks to protect and assist people affected by armed conflict and other situations of violence. It is present in more than 80 countries. The ICRC’s regional delegation in Kuwait covers the GCC countries where it promotes international humanitarian law, raises awareness of humanitarian issues, and handles matters arising from armed conflicts in the region.

Purpose of the post

The IHL Legal Advisor supports the institutional and mission objectives aimed at promoting and implementing IHL and other relevant international legal norms at domestic level, with a view to enhancing respect thereof. She/he facilitates the understanding and acceptance of the ICRC role and its operational activities and priorities in Gulf Cooperation Council (GCC) countries.

The post furthermore contributes to the implementation of the ICRC overall prevention (PREV) strategies and approach responding to identified humanitarian problems in each context and focused on overcoming protection challenges.

Main Responsibilities

Advisor Service- Establish strategies, working framework and training materials for the promotion of the IHL and its implementation for judiciary and the legal profession

Interaction with and promotion of the law through academic circles- Support IHL training for the academic circles and other relevant publics at national and sub-regional level, in partnerships with others, seek the involvement of national/local experts in international/regional expert consultations, training events and other IHL/ICRC related events.

Networking- Position the ICRC on IHL and non-political, neutral, independent impartial humanitarian action through participation in national, sub regional and international events.

Required knowledge and experience

· Masters degree in law with excellent knowledge of IHL and related branches of international public law.

· Familiarity with domestic legal frameworks, structures and procedures

· Demonstrated pedagogical skills and experience in academic teaching

· Confirmed experience with organizing events for expert publics

· Confirmed political, social and cultural knowledge of the UAE and the Gulf countries

· Fluent in spoken and written English and Arabic. Knowledge of French is an asset

· Confirmed legal drafting skills (Arabic and English)

· Excellent networking skills and interpersonal and organisational skills

· Excellent computer skills (MS Office)
