The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organisation with the exclusively humanitarian mission to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It also endeavours to prevent suffering by promoting and strengthening International Humanitarian Law and universal humanitarian principles. Established in 1863, the ICRC is at the origin of the International Red Cross and Red Crescent Movement.
We are looking for a Protection Delegate for Migration.
The Protection Delegate for Migration implements protection activities (detention, protection of the civilian population, etc.) in the field of migration in Europe, in line with the priorities and objectives set by the Paris regional delegation and the ICRC’s broader EURASIA region, and in close cooperation with European National Red Cross Societies. S/he reports directly to the Migration advisor in Paris regional delegation.
In coordination with, and under the supervision of the Migration advisor, s/he will:
Assess and monitor beneficiaries’ (either migrants directly, or National Red Cross Societies implementing activities for migrants) situation; propose and implement courses of action in line with ICRC and broader Movement protection guidelines;
Support selected National Red Cross Societies in the implementation of a protection approach to activities with migrants, including migrants deprived of their liberty, through direct cooperation, technical advice, or trainings;
Prepare written analysis, report and briefing notes on priority topics related to migration issues on countries followed;
Contribute to external and internal reporting;
Liaise with other delegation teams regarding protection activities for migrants;
Maintain and develop contact with National Red Cross Societies working or seeking to work in the field of migration, authorities and/or other stakeholders (e.g. legal bodies, monitoring bodies, NGOs, etc.);
Contribute to promoting the mandate and activities of the ICRC and the International Red Cross and Red Crescent Movement in migration.
Desired profile and skills:
• Master of Law (in particular Migration and Refugee Law), Political Science, other Social Sciences or other relevant topics;
• Minimum 5 to 6 years’ operational experience in similar functions and fields (working in the field of protection of migrants and/or in detention and /or in international Human rights) with national or international, governmental or non-governmental organizations; field experience with the Red Cross / Red Crescent Movement – and in particular the ICRC - a strong asset;
• Good knowledge of protection tools and guidelines in the area of humanitarian work, and in particular those of the ICRC and Red Cross/Red Crescent Movement highly desirable;
• Good knowledge of European migration policies and European and international law in this area an asset;
• Knowledge of adult learning methodologies and organization of trainings as well as experience in working in networks with partners an asset;
• Strongly motivated by humanitarian work;
• Good writing analytical skills, diplomatic skills, and flexibility to travel frequently in the EU region;
• Commitment to confidentiality as a working method of the ICRC.
· Very good computer skills (Word, Excel, digital platforms);
• Languages: Excellent oral and written level in French and English. One or more other European languages highly desirable;
Work conditions:
· Full- time position
· Based in Paris
· Regular travels in EU
· French open-ended contract with 3 months’ probation period
· Salary according to experience and ICRC salary scale
· Reimbursement of monthly metro pass (100%)
