Join the Water and Habitat team of an international humanitarian organization. The ICRC Mindanao sub-delegation is looking for a:
Water and Habitat Engineer
(Based in Iligan)
The Water and Habitat Engineer plans, designs, and implements engineering projects within the scope of the ICRC’s water and habitat assistance objectives, with supervision and coaching from the hierarchical superior. S/he carries out needs and technical assessments, plans new projects, manages contracts, and monitors on-site works. S/he has strong responsibilities for building and maintaining close working relationships with external stakeholders. The Water and Habitat Engineer will be based in the ICRC Iligan office, with frequent visits to field locations in Lanao Del Sur and Lanao Del Norte, including Marawi City and Butig.
MAIN TASKS:
Manages engineering projects in the fields of urban and rural water, sanitation, and civil construction, from the initial problem analysis through project development, outline and detailed design, implementation, and post completion evaluation
Works as part of a multidisciplinary team to identify needs and potential projects within the mandate of the ICRC, and the strategy of the Iligan office
Builds and maintains strong relationships with external stakeholders, including government bodies, nongovernmental organizations (NGOs), other national and international organizations, and local communities
Undertakes outline and detailed design of water supply, sanitation, and civil construction projects for urban and rural contexts
Produces contract documents (terms of reference, technical specifications, bills of quantities, engineering drawings)
Manages construction contracts and supervises construction works to ensure compliance with contract documents, ICRC standards, and national standards
Manages project purchasing on labor and materials according to the delegation’s financial rules
Prepares assessments, project proposals, progress and completion reports
Creates and maintains up to date project files in ICRC’s internal database software
Trains or organizes trainings for end-users in the operation and maintenance of infrastructure installed by the ICRC
Maintains close coordination with the wider multidisciplinary ICRC team on issues regarding security, the identification of needs beyond those to be addressed by the Water and Habitat Engineer, information gathered from external stakeholders, and progress with engineering projects
REQUIRED PROFILE:
A successful candidate will have:
University degree in civil, structural or hydrological/hydraulic engineering, architecture or equivalent
Excellent command of spoken and written local dialects, Tagalog, and English
Good knowledge of water and sanitation or construction engineering
A strong commitment to the humanitarian mandate of the ICRC and willingness to work in, and adjust to, difficult contexts
Ability to analyze situations and continued initiative to propose appropriate and innovative solutions
Willingness to learn and to develop new skills on the job
As an asset, a successful candidate may have:
Proficiency in the use of drawing software if working in construction and hydraulic engineering
Proficiency in the use of AutoCAD and MS project-management suite or equivalent
Prior experience in humanitarian or development work
International experience or exposure to international best practices for designing water structures and urban water systems and networks
Ability to speak in other local languages used in central Mindanao
Good knowledge in Google sketch up software or STAAD
