S/He advises the Delegation on national and international legal matters, particularly in relation to detention. S/He initiates and formulates strategies to address identified issues pertaining to the detention and prevention activities of the Delegation. S/He guides analysis and research on specific legal matters and broader sectors of the national legal system, with a specific focus on detention themes. S/He supports the provision of legal advice and technical assistance to national authorities, such as the Task Force on the Legal and Judicial Causes of Prison Overcrowding and Prison Reforms. S/He provides support and legal advice to colleagues working on the same files.

Your tasks

• Analyses the situation, advises and provides guidance on the applicable national and international legal frameworks and norms in relation to the ICRC activities pertaining to detention (such as treatment of detainees, judicial guarantees, prison overcrowding, migration, drug rehabilitation, etc.).

• Drafts legal analysis and contributes to the legal aspects of internal and external reports.

• Supports dissemination activities on legal frameworks related to detention at an expert level.

• Supports the implementation of strategies, programmes and action plans related to detention and the development of relevant domestic legal and policy frameworks and mechanisms for their implementation.

• Develops and maintains a network of interlocutors linked to legal issues, with a particular focus on those pertaining to detention (e.g. with the judiciary).

• Assists and advises the Delegation on broader legal issues and participates at IHL/IHRL promotional initiatives and events.

• Reports on projects & programmes and participates in budget preparation.

Selection requirements

• A Master’s Degree in Human Rights Law and/or Criminal Justice /Criminal Law with components focusing on Human Rights Law with 2 years experience in a similar function within the government or legal/judicial sector, or

• A Bachelor's Degree in Law with at least 4 years of extensive work experience in Human Rights Law, judicial guarantees and rights of detainees in a similar function within the government or legal/judicial sector.

• Enrolment as an Attorney-at-Law will be an advantage.

• Legal drafting and teaching experience is an asset.

• Excellent command of written and spoken English and of one of the national languages; knowledge of a second national language is an asset.
