What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
Under the supervision of the Movement division's Legal Adviser, provide support in such fields as strengthening National Society (NS) legal base (Statutes and NS recognition laws), the recognition of new NS, use of the Red Cross and Red Crescent emblems, integrity and the Fundamental Principles of the Movement.
The Movement's division (hereafter the Division) is responsible for ensuring and developing ICRC's policies and activities in the field of cooperation and coordination within the International Red Cross and Red Crescent Movement (the Movement). In particular, the Division serves as a centre of expertise for the ICRC's operational cooperation with other components of the Movement and for ICRC’s capacity building programmes to develop the capacities of National Red Cross and Red Crescent Societies.
Accountabilities & Functional Responsibilities
- Provide support to the analysis of existing and draft NS Statutes and/or national laws, preparation of messages and support documentation on NS legal base;
- Provide support to the work and meetings of the ICRC/International Federation Commission for National Society Statutes (e.g. review of new applications for recognition, process of revision of the Movement’s agreed standards for National Society Statutes and laws, etc.);
- Provide support to the maintenance and upgrade of the Division’s electronic and hardcopy files on NS legal base (Statutes and NS laws), emblems and integrity issues;
- Provide technical assistance on emblem and related issues to ICRC delegations, National Societies and other concerned audiences (including Governments);
- Conduct research on assigned topics on NS legal base, recognition of NS, participation issues in the Movement’s Statutory Meetings, integrity and the Fundamental Principles, use of the emblem, using Division resources, ICRC archives, available databases and external sources;
- Prepare materials and provide support to presentations and training sessions for colleagues and NS leadership;
- Participate in Division and thematic meetings as requested;
- Prepare draft and final meeting reports, support documents, and other draft documents as required for internal Division reference as well as requests from delegations;
- Liaise as requested with internal units and external Movement members, International Federation and National Societies;
- Provide translation support as required (mainly in English and French); and
- Any other task required to meet the Division’s needs.
Reporting and Supervision
- The position holder will be supervised by the Legal Adviser of the Division;
- Priorities will be assessed and determined regularly;
- Task reporting will be through the Division responsible for the file.
Certifications / Education required
- Undergraduate Degree in law; Master's degree or equivalent in law or in a relevant field e.g. international relations; political science etc.;
- Confirmed knowledge of international humanitarian law.
Professional Experience required
- No more than one year of paid professional experience after the last studies;
- Prior experience with a component of the Movement (National Society, the International Federation of Red Cross and Red Crescent Societies or the ICRC) is an asset.
Desired profile and skills
- Strongly motivated by humanitarian work
- Able to work under pressure
- Languages: Fluent in English and excellent knowledge of French; Spanish or Arabic an asset
- Good skills in Microsoft Word, Excel and Powerpoint
