The International Committee of the Red Cross (ICRC), a neutral and independent humanitarian organization, has a vacancy at its Regional Delegation in Paris for a resident position:

A Regional Finance & Administration Manager (M/F)

Purpose of the post

The Regional Finance and Administration Manager is responsible for the set up and management of the administrative structures of the ICRC regional delegation in Paris (PAR), the ICRC mission in Athens (ATH) and the delegation in Budapest (BUD). He directly manages 3 resident administrative staff in Paris and technically supervises 1 staff (Head of a team of 5) in Athens and 1 staff in Budapest.

In line with corresponding professional guidelines, coordinates and supervises all administrative files (HR, finances, premises and welcome) – in coordination with the HR Manager for the HR part. As a member of the management team, contributes to the delegation's decision-making process, with particular focus on administrative matters. He reports to the PAR Head of regional delegation and BUD Head of Delegation and maintains functional links with several units at HQ.

Main Responsibilities

  • In accordance with the existing professional guidelines and framework, manages and supervises administration activities of the delegation in terms of structure (2 delegations, 1 mission), finances (budget 2017- appx. 11,5 Mio. CHF), human resources (budget 2018- 47 resident staff), premises (budget 2018- 23 lease agreements) and welcome (budget 2017 - 18 mobile staff, family missions)

  • Defines the objectives, priority of activities and needed financial, material and human resources

  • Ensures that the ICRC internal administrative and financial procedures are updated, respected and applied

  • Is responsible of the daily HR Administration of the Paris Delegation, including contacts with staff representatives

  • Coaches and builds the capacity of the resident support staff

  • Supervises the Logistics team and ensures standard logistics procedures are followed

  • Supervises the ICT team and ensures standard ICT procedures are followed

  • Together with the Management, ensures a conducive working atmosphere along with transparent decision making process and adequate internal communication flow

Selection requirement

  • EU national or holder of a valid work permit for the Schengen area

  • Willingness to travel to the covered structures (up to 30% of the time)

  • Fluent English and French mandatory, a third language an asset (Italian, Greek, Spanish, etc.)

  • Master Degree or equivalent in business administration, Finance/accounting, HR or Management

  • 10 years of professional experience among which min. 4-7 years in the areas of finance, accounting; A proven experience in HR management is highly recommended

  • Previous ICRC field experience mandatory

  • Ability to create and maintain a conducive working environment

  • Strong negotiation skills

  • Strong analytical, decision making and organizational skills and ability to handle multiple priorities in an autonomous manner

  • Ability to represent the ICRC towards external interlocutors
