HEALTH CONSULTANT
(PRIMARY HEALTH CARE & OTP CLINICS ASSESSMENT)
IN SUPPORT OF THE SOMALI RED CRESCENT SOCIETY (SRCS)
PURPOSE OF THE FUNCTION
To carry out an assessment for the twenty-eight (28) SRCS clinics spread over Banadir, Lower Shabelle, Middle Shabelle, Gedo, Hiraan, Galgaduud, Bay and Lower Juba regions, in order to achieve or maintain basic quality health care for the catchment area of those clinics and OTPs.
CONTEXT AND RATIONALE OF THE ASSIGNMENT
The International Committee of the Red Cross (ICRC) support for the Primary Health Care (PHC) program covers South Central Somalia. The facilities are distributed into 8 SRCS Branches.
Currently, we support a total of 28 clinics (20 fixed clinics, 5 mobile health teams and 3 emergency mobile health teams). While all of them have Mother and Child Health (MCH) and Expanded Immunization Program (EPI) as core activities, only 19 have Outpatient Therapeutic nutrition Program (OTP). In each clinic with Outpatients Department (OPD) and MCH, there is 1 over 5 OPD Nurse, 1 U5 OPD nurse, 1 midwife, 2 auxiliary nurses and 2 health promotors. In clinics with OTP there is 1 OTP nurse, 1 auxiliary nurse, 1 register, 2 screeners, 1 crowd control assistant and 1 assistant for the distribution of plumpy nut.
In support of this process, the ICRC will engage a consultant to carry out an evaluation of our operations and our current programmes so that we can work towards achieving and maintaining basic quality health care for the catchment area of those clinics and OTPs.
RESPONSIBILITIES
Monitor if there is use of systematic treatment in OTP as per the SRCS OTP protocol. Check adherence to the standard criterial points for PHC.
Confirm if all facilities have adequate manpower at all time and report any gaps noted.
Check whether the proper record management and filing systems are in place and well implemented across the facilities in the region, these will include Assessment registers, OTPs cards, and discharge cards amongst other documents.
Monitor the admission process and evaluate if they are done daily and follow ups carried out consistently, as per the laid down procedure.
Monitor and report on the consumption of Nutrition products.
Evaluation on number of product clinic facilities handling lactating women and confirm if there is strict adherence to Admission and Discharge processes.
Focus groups interviews to be included (at community level).
STANDARDS OF EVIDENCE
- The consultant is to base his/her findings on a “reasonable grounds to believe” standard of proof. The minimum standards include reliance on at least two credible, independent, and mutually corroborating sources or a single credible source supported by independently verified physical, documentary, audio-visual, or electronic evidence. The consultant will clearly state whether the information contained in his/her report substantially fails to meet, just falls short of, meets, exceeds, or far exceeds these standards and clearly detail why so.
QUALIFICATIONS
Medical background in primary health care (nursing or medicine) with at least 10 years of professional experience in the field of public health with proven epidemiological and statistical skills
Proven experience related to health sector programming
PROFILE
Strong analytical skills and demonstrable experience in producing high quality reports,
Past experience in designing strategies, project proposals and budget, in managing health programs, and in monitoring and evaluation,
Strong facilitation skills,
Knowledge of the Somali context and of the Somali health care system,
Knowledge of the Red Cross Red Crescent Movement,
Strongly motivated by humanitarian work,
Able to work under pressure in a multicultural team, and in complex and unstable security environments,
Excellent English verbal and written communication skills,
ASSETS
Previous working experience(s) within the Red Cross & Red Crescent Movement,
Previous international humanitarian and/or development experience in low income countries (NGO’s, IO or charity organization),
Knowledge of the Somali language.
CONTEXT SPECIFICITIES
Time frame: seven (7) weeks to complete the assessment,
Expected to travel extensively across Somalia,
Requested to provide regular feedback (orally and in writing).
