VACANCY NOTICE
The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for the international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the post:
The Talent Acquisition Unit, in the Talent Management Division, is in charge of attracting and recruiting specialist and non-specialist staff to meet the ICRC's needs in line with the skills and profiles identified by the organization.
The Recruitment Unit puts its expertise at the service of the various divisions and sub-divisions of the organization, ensuring that recruitment takes place in accordance with the relevant guidelines, procedures and ethical rules.
The recruiter's primary role is to keep track of human resources needs, assess candidates' applications, conduct interviews and make recruitment decisions in conjunction with the units concerned or with Operations.
This role is opened as part of a pilot project to assess new ways of acquiring talents. Today, the recruitment is mainly done centrally in Geneva by “pool” (i.e. type of profiles). The aim of this pilot project is to assess a position-based recruitment focusing on French-speaking African based missions.
You will work in Dakar and collaborate closely with the HR Marketing officer already in place. An administrative HR officer will support this team. You will remotely report and be supported by the Head of Recruitment Operations based in Geneva.
Main responsibilities:
- Evaluates candidates' files, conducts interviews and participates in the selection of the candidates;
- Be the key contact for the candidates during the recruitment process and answer their questions (including the outcome of their application);
- With the support of the HR administrator, carry out various administrative tasks (employee’s files, organization of languages tests…);
- Organize the venue generalist candidates to the assessment center in Geneva and participate in the feedback session
- Participates in the evaluation of the recruitment activities and adjusts the action plans and programmes accordingly;
- Adapt the recruitment process in case of emergency
- Collaborate with Pool Managers to define the needs and the constraints linked to the operational needs
- Ensure the consistency of the content and format of vacancy notices.
- Support and provide HR expertise to all levels of the organization as part of internal and external recruitment processes.
- Work closely with the HR Marketing team to put in place specific actions through our network and attract the right talents
- Carry out careers outreach work with universities and other higher education institutions and attend marketing events when needed
- Collaborate with our network of recruiters seated within National Societies for candidates from specific countries
- Keep the recruitment tool up-to-date and maintain candidates’ data
- Help identify and analyze recruitment challenges, methods and processes and optimize the recruitment tools
- Answer questions from applicants and any other individual or organization interested in staff recruitment at the ICRC
- Work on specific KPIs (time to hire, candidates and hiring managers’ satisfaction) and keep statistics up to date
Selection criteria:
- University degree or equivalent in human resources, business administration.
- Minimum 2 years of experience as a recruiter with an international exposure.
- Previous experience in the humanitarian and/or voluntary sector a very strong asset
- Excellent command of French and English.
- Computer literate.
- A previous experience using an ERP / HRIS (like SuccessFactors) is an advantage
