The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization with the exclusively humanitarian mission to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It also endeavors to prevent suffering by promoting and strengthening International Humanitarian Law and universal humanitarian principles. The ICRC Somalia delegation is seeking an experienced and motivated person to fill the position of:
CUSTOMARY INTERNATIONAL HUMANITARIAN LAW (IHL) LEGAL CONSULTANT
In line with the institutional need to keep the ICRC Database on Customary International Humanitarian Law up-to-date (https://ihl-databases.icrc.org/customary-ihl/eng/docs/home), the Legal Consultant is to provide his/her expertise in collecting and analysing any and all public documents in Somalia which concern national practice in the application and interpretation of international humanitarian law, reasonably available covering the period from 1 January 2012 to 30 August 2017, including in particular (1) military manuals, regulations and instructions, (2) national legislation, (3) national case law, and (4) official statements made and reports presented by the highest level of government in an official forum (e.g. a government statement before Parliament).
Main Responsibilities:
The services to be provided require the Consultant to:
· Locate and collect the documents needed for the update and produce, in English, a cover sheet for each of them with a brief description of their contents, using the template provided by the ICRC;
· Organize all documents and cover sheets per group of practice and provide a summary table for each group of practice, using the templates provided by the ICRC;
· Prepare, in English, a general report, together with the practice collected, for which the model report provided by the ICRC is to be used; and
· Submit a complete and official copy of the various documents collected, both in paper format and, if available, in electronic format.
Expected Outputs:
The Consultant must submit the report, documents and cover sheets to the ICRC in the agreed time frame.
Minimum Requirements and Key Competencies:
University degree in law, international relations or other relevant field;
Relevant professional experience in practicing law, international relations, humanitarian affairs or similar fields;
Minimum 3 years of experience in a similar function;
Sound knowledge of international humanitarian law is a must;
Military experience is a significant asset;
Strong analytical skills and demonstrable experience in producing high quality reports;
Fluency in written and spoken English and Somali (some translation of documents from Somali to English may be required);
Proficiency in MS Office suite (particularly MS PowerPoint and MS Word); and
Capacity to work independently.
