PURPOSE
The "PAC Shared Services" (PACSS) was transferred to the Manila Shared Services Center (MSSC) in 2016. Its mission is to accompany ICRC employees whose contract is subject to Swiss law (4,000 people) in their HR administrative requirements to ensure a smooth professional journey in the organization. It is comprised of different services such as HR Administration & Contracts, Global Mobility and other HR Specialists. The PACSS also extends its services to the entire workforce of the ICRC through iDevelop request processing, and to HR services providers via its Business Proximity Support (BPS). As of 2022, a new set of services was offered to ICRC employees under resident contracts (13,000 people) to administer and International Retirement and Savings Plan (IRSP).
The ICRC now has the ambition to build a more integrated structure consolidated in a Global Shared Service (GSS) eco-system that will leverage the CSN and similar shared services that already exist in the organization to improve the quality of the services, expand the scope and leverage the scale effect through increased automation. In 2020, the ICRC launched a program which aims to build the GSS eco-system. The design phase, defining the key pillars of the GSS eco-system is now completed and implementation within the existing services can start. In order to do so, specific projects per function are created, under the leadership of the GSS programme, combining resources from the GSS programme and from the functions identified as priority one (PAC, FAD and T&I).
The purpose of the project: Migrating the existing HR Shared Services (PAC shared services) into the GSS validated model to deliver consistent, structured, performant, and improved services that fulfill the existing and future needs of the Institution customer and end-users. First wave of implementation is for PAC services managed from Manila. Other PAC services will be analyzed in a second time and other waves of implementation will be defined.
The Business Analyst will work on the implementation of the GSS Programme for the existing PACSS currently delivered from MSSC, as a first step.
MAIN RESPONSIBILITIES
Generic Responsibilities
- Update business processes to meet changing business needs.
- Develop best practices for business process improvements.
- Assist in making business decisions relating to system implementation, modification, maintenance, etc.
- Develop and maintain business process documentations that will be used as reference for preparing Systems implementation, training documents, etc.
- Prepare and Present analyses, solutions and business cases.
- Coordinate with cross-functional team to develop business process requirements.
Specific Responsibilities
- Assists the PAC project manager and the PAC head of PACSS in the successful implementation of the GSS project’s scope and goals
- Contributes to the As Is analysis of the existing PAC shared services, collecting key operational elements (such as: Service Level Agreement, Standard Operating Procedures, and process maps)
- Gather and shares all related documentation
- Assists the GSS Business Analyst in performing the gap analysis bringing the knowledge on PAC existing processes and tools
- Contributes to the modification, formalization & documentation of the HR processes
- Based on GSS templates delivers all the documentation related to the GSS standard operational elements that will be implemented a proper internal communication of the changes between the PAC department, the PACSS and the GSS.
Other Tasks
- If necessary and upon request, provide ad hoc administrative tasks for the unit or department
- Being proactive with continuous improvement propositions for the team’s management processes and / or more generally the HR Shared Services
SELECTION REQUIREMENTS
- Bachelor's Degree required
- 3 to 5 years’ experience in a business analyst role, or similar
- Proven functional experience in delivering and supporting at least one of the following in a multi-organisation and multi-national environment: processes description and mapping, shared services, project management, operational efficiency
- Lean Six sigma or process management certification is an advantage
- Solid understanding of project management
- Excellent interpersonal skills and capacity for collaborative teamwork across disciplines,
- Excellent conceptual and organizational skills, robust planning discipline
