About the Job

The First Aid & Pre-Hospital Emergency Care/ Hospital Field Officer is the focal point for all matters related to the implementation of ICRC supported SRCS programs under FAPHEC department as well as intermittent Hospital support.

S/he also supports the health coordination team and management ensuring that the ICRC supported SRCS health programs are run smoothly and is accountable for sporadic response in public health emergencies and outbreaks in the area of responsibility.

This is a national/resident position based in Hargeisa.

Duties and Responsibilities

  • Assists in the implementation, facilitation, and monitoring of the First Aid & Pre – Hospital Emergency Care (FAPHEC) programs
  • Assesses priority areas and assists in the development of new projects/programs and facilitation of project plans
  • Assists in the irregular implementation for Hospital and Emergency (including outbreak) response
  • Conducts necessary rapid assessment for emergency and outbreak within the multi-disciplinary team
  • Monitors stock levels of Medical and Non-medical items at Hargeisa warehouse, and ensures reorder levels are maintained
  • Participates in regular meetings between SRCS and ICRC teams to exchange concerns, ensure coherence and consistency
  • Supports in development of training and activity plans and supervises, monitors training and activity standards
  • Communicates and reports both internally and externally on the health context, population, and policy matters
  • Develops and maintains collaborative relationships with other actors in the health sector within the AoR
  • Provides health statistics in a timely manner
  • Contributes to weekly, monthly, and quarterly reporting

Minimum qualifications and required competencies

  • Bachelor`s degree in medical or paramedical discipline or a related field of study
  • 5 years professional experience in similar health activities; field experience in PHC or Hospital is an asset
  • Strong knowledge on public health and monitoring skills for health trends and data
  • Qualification as a trainer in Basic Trauma Life Support (BTLS), Advanced Trauma Life Support (ATLS), Prehospital Trauma Life Support, Emergo Train System or Major Incident Medical Management and Support (MIMMS) an asset
  • First Aid knowledge with a valid First Aid certificate
  • Strong sense of responsibility and autonomy for program management
  • Team player with excellent planning and organizational skills
  • Strong facilitation, presentation and report writing skills
  • Ability to create a focused learning environment at all levels regardless of the audience
  • Good knowledge of the socio-cultural, economic, political environment
  • Knowledgeable of hazards/health issues in Somalia
  • Fluency in written and spoken English and Somali language
  • Computer proficiency especially in MS Office suite
