Protection Field Officer

The ICRC office in Poland is opening a full-time position for a Protection Field Officer,based in Warsaw.

The International Committee of the Red Cross is an impartial, neutral, and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC also endeavors to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles.

The ICRC office in Poland contributes to the ICRC’s regional response to the international armed conflict between the Russian Federation and Ukraine, helping reunite families separated by the conflict, supporting the work of the Polish Red Cross, and strengthening respect for humanitarian principles.

Purpose of the position

The Protection field officer contributes to the implementation and monitoring of ICRC protection activities in Poland, within the framework of the priorities, objectives and strategies set by the ICRC and the Polish Red Cross. This position will support the Protection of Family Links (PFL) program in particular, under the supervision of the ICRC’s PFL Delegate.

Main duties and responsibilities

  • Supports all PFL work with the Polish Red Cross with the goal of enhancing their PFL capabilities and fulfil the objectives set out with the creation of the Central Tracing Agency Bureau for the international armed conflict between the Russian Federation and Ukraine.
  • Under the guidance of the PFL Delegate, contributes to planning, supervision (including financial), and management of PFL activities in country with the Polish Red Cross.
  • Contributes to the mobilization of the necessary in-house PFL expertise to support the development and regular reinforcement of capacities of the service of the Polish Red Cross PFL team.
  • In coordination with the PFL Delegate, participates and facilitates trainings of PFL staff at the Polish Red Cross, in line with Central Tracing Agency standards.
  • Performs regular visits in coordination with the PFL Delegate and / or Polish Red Cross PFL staff to adapt the modus operandi defined at national level to the branches and ensures a permanent review and adaptation of the set up to the evolution of the situation/needs and the Polish Red Cross’ capacity to access & deliver PFL services.
  • Supports ICRC outreach strategy in Poland related to protection activities and contributes to developing and maintaining a network of local stakeholders that work in the field of protection across the country.
  • Contributes to implementing the operational partnership between the ICRC and the Polish Red Cross, working closely with the ‘Cooperation’ department in the development and implementation of joint procedures and financial processes.
  • Monitors the humanitarian environment and needs, and analyses the security, socio-economic, cultural, and political environment as relevant to the ICRC. Shares relevant information with colleagues and reports any changes in the situation.
  • Together with the PFL Delegate and the head of the Warsaw office, identifies, develops, and maintains contact with selected Polish authorities to advance ICRC protection work.
  • Supports the organization and facilitation of individual and focus group discussions (including acting as an interpreter) with people affected by the international armed conflict between the Russian Federation and Ukraine.
  • Participates in interviews with people affected by the conflict with regards to their protection concerns.

Requirements:

  • University degree (BA and/or MA) in Law, International Relations or other relevant discipline, and relevant professional experience, especially in public and humanitarian policy analysis.
  • Minimum 4 years’ professional experience, including 2 years in a similar field with an international, governmental, or non-governmental organization.
  • Full computer proficiency.
  • Full professional fluency in English and Polish.
  • Good command (spoken and written) of Ukrainian or Russian language is an asset.
  • Experience working directly with people on the ground with projects.
  • Commitment to help persons of concern. Awareness of mental health and psychosocial support field is an asset.
  • Good analytical skills.
  • Strong interpersonal and communication skills in a multi-cultural setting.
  • Capacity to work under pressure.
  • Strong reporting capacities.
  • Capacity to keep neutral posture.
  • Ability to travel within Poland.
  • Knowledge of international humanitarian law, Polish domestic law (especially immigration law) is an asset.
