The IFRC and the ICRC are now preparing to carry out a Lesson Learning Review (LLR) of Movement Coordination in Operations.
Purpose: The purpose of this lesson learning review is to highlight best practices and identify challenges of Movement coordination in large-scale emergencies to document practices and inform areas for improvement. More broadly, the objective is to ascertain whether Movement coordination has allowed improving the International Red Cross and Red Crescent Movement’s (the Movement) collective impact and its positioning through maximized resources, increased complementarity, and reduced duplication and competition.
The lesson learned review will focus on 2 major contexts (Ukraine and Pakistan) to identify challenges and opportunities for Movement partners – the International Committee of the Red Cross (ICRC), the International Federation of Red Cross and Red Crescent Societies (IFRC) and National Societies (NSs) – to coordinate and harmonize their response to emergencies.
We now have an agreed TOR for this evaluation (attached) and are seeking to identify an experienced team of evaluator/s to carry out this task.
The external consultant or team should have the following skills and experience:
- A Master’s degree or equivalent combination of education and relevant work experience.
- Demonstrable experience (at least 10 years) leading reviews/evaluations of humanitarian coordination in major disaster/crises and/or conflicts.
- Strong knowledge of the Movement (ICRC, IFRC, National Society) ideally with experience working in at least two of the three.
- Knowledge of strategic and operational management of humanitarian operations and proven ability to provide relevant feedback and analysis to key stakeholders.
- Experience in qualitative data collection and analysis methods, with examples of data collection tools used.
- Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions, make specific and realistic recommendations and prepare coherent reports in a timely manner.
- No conflict of interest i.e., the consultant must not have been involved in the design, decision making or implementation related to the Ukraine and Pakistan responses that are the focus on the lessons learned review.
- Excellent English writing and presentation skills, with relevant writing samples of similar review reports.
- Availability for the indicated period.
- Selection of candidates will also need to abide by HR rules for recruitment in Ukraine and in Pakistan.
