Over the past decade the Lima Delegation in Peru has been directing its prevention strategy towards influencing actors to foster an adequate environment for upholding International Humanitarian Law and the international standards on law enforcement (incl. International Human Rights Law) & the use of force. Frequently this area of work is considered challenging to measure and demonstrate results, but in this case the efforts of engaging the military, police, political authorities, academic circles, and media have resulted tangibly in laws, doctrine and directives, which the evaluation will look at.
The Lima Delegation is commissioning an evaluation that looks across this timespan to document the lessons and achievements, to identify good practices, isolate the ICRC’s role and contribution to results, and to inform the future strategy of the delegation for working towards influencing objectives in a transversal way. The findings and recommendations of the evaluation may also be of interest and use to other delegations working within the Americas Region and other regions that the ICRC works in.
