The ICRC Regional Delegation in Bangkok seeks to fill the following position:

Logistics Country Manager, based in Bangkok

We are looking for a spirited team player with a can-do attitude to join our dynamic team.

Logistics Country Manager coordinates and is responsible for all logistics activities within a country. S/he ensures that logistics systems are in place and operational and provides technical and operational support in accordance with ICRC logistics standards. S/he ensures appropriate planning and effective use of resources in the country and serves as the main link between logistics staff in the regional logistics positions and the logistics teams in the field. Logistics Country Manager is responsible for all ICRC logistics activities in Thailand, Cambodia, Laos and Vietnam. S/he is able to understand and to participate in different strategies in order to provide appropriate logistics support and to support logistics development globally. That includes strategies that will follow the regional aspirations.

ACCOUNTABILITIES AND RESPONSIBILITIES:

  • Leads multiple teams of logistics staff members or logistics activities performed in the Mekong region (Cambodia, Thailand, Vietnam, and Laos)
  • Oversees and supervise day-to-day logistics activities and ensures highest service delivery standard to all the clients in the region.
  • Assists in arranging and executing customs clearances and transit/forwarding of incoming and outgoing shipments (Impex) for Bangkok Delegation, Cambodia, Laos and Vietnam mission,
  • Assists in transportation management, control, and supervision of drivers
  • Oversees and manages warehouse and stock inventory
  • Regularly monitors tableau reports, ensures that all the Key Performance Indicators are met, procedures adhered and develops appropriate action plans for its improvement.
  • Follows, approves, and supervises the entire supply chain for all activities including service contracts
  • Provides full support on specific aspect of logistics to client/department at all time independently.
  • Updates, maintains, and shares operational concepts and oversees statistical reporting, queries and inventories.
  • Replaces any staff members under her supervision in his/her absence
  • Liaises Logistics related matter with the Regional Logistician based in Bangkok if necessary or with BLC.
  • Is available for short support missions in the region when required
  • Acts as a relay in the organization of logistics meetings in the area of responsibility and makes sure that they can be carried out efficiently
  • Participates in delegation’s internal meetings and represents the Logistics Unit
  • Ensures that the rules and regulations set by the compliance are followed and understood by the supervised team. Raise the awareness to other colleagues and customers if any request or procedure is not compliant with rules and regulations set.
  • Sets priorities, objectives, strategies and delegation guidelines for logistics and in line with the delegation’s overall strategy and priorities.
  • Timely implementation and follow up of recommendations and improvements proposed by Internal Control missions, Regional/HQ missions/BLC and Management.
  • Makes rational use of the human resources and assets at disposal and proposes measures for improvement and cost saving
  • Supports actively the delegation and her regional colleagues in new developments.
  • Ensures that all concerned departments on time informed about any change of logistics procedures, changes on procedures by authorities that may have an impact on their daily work and responsibilities

YOUR PROFILE:

  • University degree in Logistics, Supply chain management, Business management or related field.
  • 5 years’ experience in a similar field
  • Fluent in written and spoken English and Thai
  • Excellent computer skills (Word and Excel), including ICRC standard computer systems
  • Confirmed team leadership skills
  • Confirmed capacity to integrate the ICRC logistics procedures
  • Confirmed capacity to understand and follow the different frameworks and strategies that concern this position.
  • Import, Export, Procurement and Warehouse Management skills
  • Good analytical skills
  • Good communication and negotiation skills
  • Good knowledge of the local market
  • Driving licence an asset
