The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organisation with the exclusively humanitarian mission to protect the lives and dignity of victims of war and other forms of violence and provide them with assistance. It also endeavours to prevent suffering by promoting and strengthening International Humanitarian Law and universal humanitarian principles. The ICRC's Regional Delegation in Nairobi is a hub that co-ordinates the institution's humanitarian activities in Kenya, Tanzania and Djibouti and hosts the organizations’ regional logistics, technical and training support units serving the Horn and Great Lakes Region.
Overall Responsibility
WatHab Engineer 1 plans, designs and implements engineering projects within the scope of the ICRC's water and habitat assistance objectives, with supervision and coaching from their hierarchical supervisor. The incumbent monitors on-site works, carries out needs assessments and surveys and plans new projects. They have a close working relationship with external stakeholders related to their projects.
This is a resident/national position based in Mombasa and open to Kenyan Nationals only.
Tasks and responsibilities
- Draws up documents (drawings, bills of quantities, contracts, reports, etc.) for engineering projects using approved formats;
- Monitors project implementation for compliance with project documents, ICRC standards, and local building codes/ standards, ensuring corrective action is taken where necessary;
- Contributes to the identification needs through assessments and surveys in places of detention and/ or in the field and shares finding and analysis with the Water Habitat Coordinator and line manager;
- Contributes to the revision/ project’ design work with Kenya Prison Service (KPS) and Kenya Red Cross Society (KRCS) teams;
- Supervises small numbers of contractors working on project sites, as well remotely, and conducts quality control of infrastructure projects supported by the ICRC during design, implementation and monitoring phases;
- Manages project purchasing on labour and materials according to the delegation's logistical and financial rules and ICRC-KRCS Operational Framework;
- Creates project files in electronic databases and keeps them up to date;
- Prepares implementation/ progress reports at intervals set by the WatHab Coordinator and/ or line manager and/or consolidates reports by KPS and KRCS;
- Administers hand-over of ICRC-provided infrastructure supported projects to end-users;
- Trains or organizes training for end-users in the operation and maintenance of infrastructure installed/ supported by the ICRC;
- Uses results-based management to evaluate project implementation;
- Contributes to the department institutional technical reporting;
- Provides regular information to colleagues on security, stakeholder issues and site progress.
Minimum Requirements and competencies
- University degree in civil, structural or hydrological/ hydraulic engineering, architecture or similar;
- Minimum 3-5 years of professional experience in a related field of activity, supervision of engineering works and/ or experience working with an international humanitarian organization are an asset;
- Experience in managing technical support staff;
- Must be fluent in written and spoken English, Kiswahili and Somali language;
- Proficient in use of drawing softwares; AutoCAD or other relevant softwares and MS project-management suite or equivalent;
- Computer proficiency especially in MS office suite;
- Detail-oriented, highly organised and practices strict adherence to timelines;
- Excellent planning and reporting skills;
- Good knowledge of political, economic, social and cultural environment of this region;
- Flexibility and willingness to travel extensively.
