FUNCTION: FINANCE AND ADMINISTRATION MANAGER

PLACE OF EMPLOYMENT: DAVAO CITY

Finance and Administration Manager is responsible for the integrity of financial and analytical accounting and for reporting from the field. S/he oversees all financial resources and administrative activities, such as management of premises and staff travel within the area of responsibility.

MAIN RESPONSIBILITIES Financial Management

• Ensures the integrity of financial and analytical accounting and reporting in the sub-office, and also supervises the accounting department, prepares the annual budget or monthly forecast, and reports/analyzes financial risks

• Assesses the financial situation (including treasury) of the sub-office, and acts as the advisor on all financial/economic affairs for the humanitarian project teams

• Applies institutional guidelines and policies to the local context, and ensures strict implementation or adherence of the same, with the purpose of assuring compliance with ethical standards and mitigation of financial risks

• Acts as a co-signatory and finance interface for both authorities and commercial parties (suppliers, banks, etc.) • Directs the implementation or alignment of all activities related to ICRC’s compliance program in the country, being the internal focal person for finance-related compliance matters for Davao Sub-office

• Facilitates monthly accounting closing

• Reviews accounts for reconciliation and confirmation, accounting closing reports, quarterly confirmation of balances, and other financial reports Office Management

• Oversees the financial and day-to-daymanagement of office and other premises, maintains an adequate security set-up, and ensures safe and secure accommodation of all expatriate staffs

• Supervises the internal travel desk and takes charge of travel arrangements (flights/accommodation/pickup) in the sub-office

REQUIRED PROFILE • University degree in business administration, finance or accounting

• Minimum three (3) years of confirmed practical experience in finance or management, including one (1) year in financial controlling or accounting

• Strong analytical and quantitative skills

• Proficiency in the use of various office tools (MS Office applications, Enterprise Resource Planning system, JDE, etc.)

• Strong leadership and management skills • Strong interpersonal skills and the capacity to work effectively in a multicultural team

• Flexibility to work several weeks in the field offices and travel to different areas. • Capacity to work collaboratively with a range of internal and external clients.

• Strong organizational skills with the ability to multi-task and prioritize tasks
