Movement Cooperation Officer
The ICRC office in Romania is opening a full-time position for a Movement Cooperation Officer,based in Bucharest.
The International Committee of the Red Cross is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.
The ICRC also endeavours to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles.
The ICRC office in Romania contributes to the ICRC regional response to the international armed conflict in Ukraine, helping reunite families separated by the conflict, supporting the work of the Romanian Red Cross and strengthening respect for humanitarian principles.
Purpose of the position
Movement Cooperation Officer contributes to developing and implementing the delegation's objectives for cooperation with the International Red Cross and Red Crescent Movement (the Movement) in line with the ICRC’s Movement policies and in consultation with the local operating National Society (NS). S/he contributes to building positive relationships between the ICRC and other Movement components, particularly the NS of the country where s/he is assigned.
Main duties and responsibilities
- Contributes to implementing the operational partnership between the ICRC and the NS by working closely with colleagues and the NS to develop joint procedures and partnership agreements.
- Develops the partnership skills of the ICRC and Movement partners.
- Identifies the NS's strengths and weaknesses to better set strategy and objectives for capacity-building and clearly communicates them to colleagues (also communicates the NS's specific auxiliary status to State authorities).
- Takes trips to the field to prepare and attend joint assessments and/or contribute to NS capacity-building.
- Maintains an open line of communication with NS technical staff on capacity-building needs and support.
- Provides support to the NS on legal and statutory matters.
- Ensures that the NS provides operational and financial reports on a regular basis and according to established formats and procedures.
- Participates in conducting Due Diligence Assessments and supports the NS to follow up on the implementation of recommendations following Assessments.
Professional experience required
- University degree (BA and/or MA) in Humanitarian Studies or equivalent experience for instance in programme or business management.
- Minimum 2 to 3 years of experience in similar role, within a Humanitarian Organization or Non-Profit Organization.
- Full computer proficiency.
- Experience in project management.
- Experience in administration or finance will be an asset.
- Excellent command (spoken and written) of English and Romanian.
- Good command (spoken and written) of Russian and/or Ukrainian.
