The ICRC Regional Delegation in Bangkok seeks to fill the following position:

Team Leader – Relief & Livelihood Programmes, based in Hat Yai

We are looking for a spirited team player with a can-do attitude to join our dynamic team.

Team Leader – Relief & Livelihood Programme is in-charge of the ICRC Economic Security (EcoSec) programme in the Southern Border Provinces of Thailand and contributes to the assessment of Livelihood and economic security needs among the most vulnerable fringes of the population, as per ICRC mandate. He/she identifies and designs appropriate and relevant responses, implementing them and monitoring/evaluating the results with the other EcoSec team members. He/She also manages a team under his/her direct supervision.

ACCOUNTABILITIES AND RESPONSIBILITIES:

  • Understands the working context (security, socioeconomic, cultural, and political environment), actively follows its evolution, defines relevant operational EcoSec responses (relief & livelihood) and contributes to EcoSec objectives and strategies within the geographical remit of the position. Also contributes to the broader strategic reflections of the office/sub-delegation and ensures EcoSec responses are aligned with relevant strategies.
  • Ensures teams apply a people centric approach at all times through pro-active collaboration and coordination with other departments to deliver multidisciplinary and outcome-oriented responses.
  • Sources or designs relevant tools and methodologies and leads team(s) in their use for assessment, monitoring and evaluation exercises (according to the project cycle).
  • Supervises and ensures proper preparation and implementation of relief and livelihood projects including decisions around methodology and planning and manages or oversees coordination with other departments (e.g. Logistics).
  • Selects or adjusts suitable data collection tools and devices, manages and ensures collection of quality economic security data (on household economy, nutrition and markets etc.) and performs mid-level qualitative and quantitative data analysis.
  • Produces analytical reports and validates reports by team members. Also contributes to institutional reporting.
  • Supervises the use of data management tools, and ensures quality of data and updates to tools as required.
  • Supervises, coaches, guides, and supports team members in all technical and programme management aspects of the Economic Security activities (relief and livelihood programmes) in the sub-delegation.
  • Is responsible and accountable for establishing and nurturing autonomously relationships with key stakeholders within the Economic and food Security and livelihood domains (humanitarian actors, private sector, and authorities).
  • Carries out assessments of the needs at community and household level, draws recommendations and contributes to the designing and planning of community-based livelihood support projects (i.e. food production and processing, handcraft, fisheries, agriculture, livestock, trade, services);
  • Organizes and manages the implementation of projects’ activities and budget, forecasting the use of resources, monitoring the project’s outcomes, and interacting with service providers, NGOs, State departments as appropriate.

PEOPLE MANAGEMENT RESPONSIBILITIES

  • Understands and supervises the Performance Management & Development (PMD) activities for employees under their supervision
  • Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members
  • Organizes regular meetings within their team to ensure optimal coordination of the work and proper flow of information
  • Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed
  • Plans and coordinates the annual leave of the employees under their supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year
  • Coordinates and supports the employees under their supervision in their personal development by coaching and advising them on internal and external training and development possibilities.

YOUR PROFILE:

  • University degree in economics, anthropology, agronomy, veterinary science, nutrition, public health or considerable relevant work Experience in the humanitarian field.
  • High level of digital literacy and strong command of Microsoft Office
  • Excellent understanding of socio-economic and political issues in South Thailand.
  • Strong organizational and communications skills
  • Professional level spoken and written English and Thai
  • Typically 6-9 years’ overall professional experience, including 3-5 years of experience in similar field of activity. Experience working for a NGO or international organization an asset.
  • Experience in people management.
