About the Job

Logistics Site Manager oversees logistics activities within Hargeisa. S/he ensures that logistics systems are in place and are functional and provides technical and operational support for purchasing, warehousing, stock management, fleet management, Air Operations management and import-export activities in accordance with the ICRC’s logistics standards.

This is a resident/National position based in Hargeisa

Duties and Responsibilities

  • Ensures proper warehouse management, plans, records, controls and supervises monthly and annual stock counts
  • Monitors inventory levels in the warehouse (s) and submits daily weekly and monthly stock reports
  • Ensures the Medical and Non-Medical in the warehouses are well managed and organized in line with ICRC and International standards through regular follow up and ad-hoc inspection
  • Follows the stipulated guidelines for all shipments (via sea/air) and ensures that all necessary procedures are adhered to and shipments received in a timely manner and in good condition
  • Processes and makes constant follow up on tax exemption for cargo shipped via sea, air and road
  • Ensures that goods received, dispatched, and distributed are accurately captured in the logistics system/database and all the documentation filed accordingly
  • Plans and oversees procurement activities within the sub delegation in accordance with the procurement policy
  • Liaises with handling Company, Local authorities, and immigration department at the airport to ensure smooth arrival and departure of the aircraft
  • Receives and inspects the condition, quality, and quantity of incoming goods against the cargo manifest
  • Facilitates smooth passage of ICRC vehicles and staff within the airport
  • Interacts with suppliers and contractors, monitors their activities to ensure adherence to the terms stipulated in their contracts
  • Oversees fleet management, transport, and distribution activities with the Sub-Delegation
  • Continuously inspects vehicles to ensure they are in good condition and the necessary equipment and tools are available for planned field trips
  • Monitors fuel consumption to ensure consumption is within the stipulated levels
  • Ensures that all the internal Administrative and financial procedures are strictly adhered to in all the logistics activities
  • Leads the Logistics team within the region, monitors their performance end ensures they are well equipped in terms of skills, knowledge, and competencies

Minimum qualifications and required competencies

  • University degree in logistics & procurement management or equivalent in a related field of study
  • 5 years’ work experience in a similar position within supply chain and logistics management field
  • Experience in fleet management and air operation activities
  • Team Management experience
  • Strong planning, analytical, communication and negotiation skills
  • Strong numerical ability and high level of integrity
  • Proficiency in Microsoft Office Suite
  • Fluency in written and spoken English and Somali language
  • Good knowledge of political, economic, social and cultural environment of this region
