DETENTION PROGRAM OFFICER
based in Makati City

The ICRC delegation in the Philippines is recruiting a highly qualified “detention program officer” to join its detention team.

Being part of a multi-cultural and dynamic team, the person in the role will work towards improving the treatment of people deprived of liberty and the conditions of detention in the Philippines.

The Detention Program Officer will be in charge of the implementation of activities in places of detention located in the regions most affected by overcrowding (such as region III or IVA). S/he will lead the jail visits and the implementation of specific projects. S/he will produce regular reports on the situation of the jail system that will shape the dialogue with the various stakeholders in the criminal justice system.

MAIN TASKS

· Organizing and leading the detention visits and subsequent follow-ups.

· Conducting data collection and analysis obtained from interviews with people deprived of liberty, concerned family members and jail staff in order to produce reports

· Coordinating all detention-related activities, including collecting information and updates on project implementation, with other ICRC’s departments such as Health and Water and Habitat

· Supervising the individual interventions, in favor of people deprived of liberty, submitted to the jail authorities

· Presenting the findings of the visits and set of recommendations to jail authorities at local and regional levels

· Reporting internally and externally on all detention-related matter (notes of visits, reports of activities, minutes of meeting etc.)

· Leading and coordinating emergency responses when crisis occurs in detention facilities including but not limited to conducting rapid assessment and distributing lifesaving materials

· Producing written reports on the situation of the detention system within his/her area of responsibility (analysis of the challenges and opportunities of the criminal justice and prison systems as well as mapping of influential stakeholders) that will shape the dialogue with all local stakeholders related directly or indirectly to detention

· With the support of the Protection Legal Officer , building a network of external stakeholders at local level on detention activities (i.e. Local Government Unit, judiciary, Public Attorney Office, Prosecutors, etc.) and establishing a local taskforce tackling detention-related issues

QUALIFICATIONS

A successful candidate will:

· Possess a University degree

· Have at least 3 years work experience in a relevant field

· Have very good analytical and communication skills

· Have team leadership skills and a strong sense of empathy

· Be proficient in English and Tagalog

· Have the ability to empower and lead a team

· Have to work effectively in a multicultural and multidisciplinary environment

· Can work in a challenging environment such as overcrowded places of detention

· Can engage and connect with broad range of people, including but not limited to people deprived of liberty and prison staff

· Be willing to travel frequently

· Be computer literate

· Be a citizen of the Philippines

As an asset, the successful candidate may also (preferably):

· Possess a Master’s in Law, International Relations, Social or Political Sciences, Public Administration, Humanitarian Action or any related field

· Have a strong experience working within the justice system or an international company or organisation or NGOs

· Have good command of a language of interest for the ICRC (French, Spanish, Russian or Arabic for instance)
