Legal Adviser (For Philippines Nationals Only)

The Legal Adviser monitors developments in and provides advice to the delegation and externally on international humanitarian law (IHL) and related national legal and policy frameworks. S/he supports the strengthening of IHL in the Philippines, including by representing the ICRC and supporting IHL training and activities for a broad range of actors including military, national authorities, non-state actors and academics. S/he assists in providing technical assistance on the implementation of domestic law and policy.

MAIN RESPONSIBILITIES

  • Support IHL dissemination and training activities for a range of audiences (national authorities, non-state actors, and general public);
  • Develop and support the implementation of strategies and action plans to encourage and facilitate the Philippines' participation in IHL treaties and international fora, and the development of domestic legal and policy frameworks for their implementation;
  • Develop and maintain relations with academic circles, support the teaching of IHL and its integration to curricula;
  • Check and ensure the legal accuracy of external communications and publications by the delegation;
  • Draft legal notes, submissions, and position papers for a range of audiences, including Congress and other national authorities;
  • Research, analyze, and provide advice and guidance on national and international legal frameworks and norms relevant to delegation activities, objectives, strategies, and plans of action;
  • Represent the delegation in external meetings, activities, and events;
  • Monitor developments in IHL-related national laws and policies and relevant international human rights law norms;
  • Prepare reports on meetings, events, and activities and contribute to the general monitoring and reporting of the delegation;
  • Supports protective objectives and activities, in relation to missing persons.

REQUIRED PROFILE

  • University degree in law, preferably with some training in international humanitarian law and domestic criminal law;
  • Admission to the Philippine bar;
  • 3 years' progressive experience in the legal field;
  • Proven knowledge of public international law, preferably international humanitarian law;
  • Excellent legal research and drafting skills;
  • Training or presentation experience would be an asset;
