short-term consultancy: 10 ANNIVERSARY REPORT OF HEALTH CARE IN DANGER IN THE MOVEMENT

Background

Health Care in Danger (HCiD) was established as an International Red Cross and Red Crescent Movement priority at the 31st International Conference of the Red Cross and Red Crescent Movement in 2011 and is 10 years in existence. The central principle of Health Care in Danger, to reaffirm the inviolability of health care, is rooted in the very origins of the International Red Cross and Red Crescent Movement (hereafter “the Movement”). For the ICRC the establishment of HCiD catalyzed a concerted drive to address the need to safeguard health care workers, facilities and transport in countries affected by conflict and other emergencies.

The Resolution called upon the ICRC to engage in consultations with states, the components of the Movement and healthcare communities to compile recommendations to safeguard the delivery of health care. After 11 stakeholder consultations around the world around 8 themes between 2012-4, a substantive body of recommendations and practical measures were formed that, if implemented, would increase the protection of health-care services in armed conflict or other emergencies. Since that time, attention has shifted towards the operationalization of measures at the national and local level, grounded in a strong contextual analysis.

Genuine partnership in the Movement has been a key ingredient in the drive for impact and collective success in HCiD. As a Movement initiative, there has been a wealth of diverse activities carried out to safeguard health care. Time and again the centrality of the protection of health care to the Movement has become apparent, as is currently the case with the COVID-19 pandemic.

Consultancy Overview

To mark this milestone, a set of complementary activities are planned to showcase achievements, including a report to catalogue and share examples of engagement and practice over this ten-year period, an event to bring together and engage Movement partners and a communication program.

The consultant will be recruited by the Health Care in Danger Initiative of the ICRC to contribute to these set of activities with the bulk of time spent carrying out research, conducting interviews and writing the report. They will will also make a smaller contribution to the other activities, particularly in areas where there are synergies and a need to connect the dots.

Objectives:

· Highlight the Movement engagement in HCiD with examples from the past 10 years;

· Profile examples of HCiD Movement practice to inform and inspire further action;

· Increase awareness of the ten-year history of engagement of the Movement in Health Care in Danger and Movement good practices, by delivering on some limited communication and media support and event initiatives as required.

Deliverables

The main deliverable of the consultancy is a published report showcasing Movement engagement in HCiD.

Report

· The final report will be in all cases less than 30 pages in length, public facing and completed to a high standard and according ICRC specifications in terms of style;

· The final report will be comprised of set of at least 10 examples of Movement engagement and achievements in the protection of health care;

· The chosen Movement partners will be pre-selected from a longer list, based upon, research and briefings, their agreement and interest and the relevance of the activity being highlighted;

· The examples from the report will be geographically and thematically diverse in nature while capturing a number of core themes;

· Coordination with the chosen Movement partners will be organized with support of the ICRC as appropriate and necessary in order to facilitate further engagement;

· The consultancy includes two internal presentations of the findings in the latter half of the consultancy (one-hour duration each including discussion).

Meeting:

· Consultant will be expected to provide input on potential presenters and may be asked to provide some limited support to the meeting itself;

· These could include a presentation of the report findings in a public meeting if required;

· Under all circumstances the consultant shall be present at the public meeting, unless otherwise agreed.

Com:

· Consultant will support connecting the dots on potential interlocutors and stories which could be suitable for communication purposes;

· Consultant will be asked to provide other limited support on communication (produce three brief communication products).

Timeframe:

By 24 January 2022

Consultant profile

· Experience working in the International Red Cross and Red Crescent Movement and an in-depth understanding of its components and mandates;

· A strong familiarity with the protection of health care, particularly the HCiD Initiative;

· Strong communication and analytical skills - ability to gather information through interviews and produce communication products;

· Demonstrated skills and knowledge to write and compile a professional report;

· Excellent writing skills, ability to be clear, concise and compelling;

· An existing network of contacts in the Movement (desired);

· Ability to provide consulting services through an agency or institution, for compliance reasons;

· Fluency in English, command of French or Spanish would be an asset.

Interested parties, who must be eligible to carry out consultancies in Switzerland (either registered consultants, institutional entities or individuals willing to work through an HR agency), should submit their CVs and application letter to gva_hcid@icrc.org with “Movement anniversary consultancy” in the subject heading.

Application should contain estimate fees for the project based on the assumption that this work should not take longer than a total of 26 working days (208h). Early completion of the consultancy would be welcome.

The work is planned to commence in January 2022 and the deadline for the delivery of the completed report is March 2022.
